This sources sought synopsis DOES NOT constitute a request for proposal, request for quote, invitation for bid, nor does its issuance in any way restrict the Government as to its ultimate acquisition approach. The Government is not obligated to and WILL NOT pay for information received as a result of this announcement. The U.S. General Services Administration's (GSA's) Procedures for Historic Properties (ADM 1020.3) and 41 C.F.R. Part 102-78, Historic Preservation require the preparation of a Building Preservation Plan (BPP) for each National Register-listed or National Register-eligible property in the agency inventory. BPPs must be updated no less frequently than every 10 years and before initiating design for major modernization, rehabilitation, or alterations. The BPP program was developed to ensure that the GSA's historic buildings are correctly documented, understood, and treated. Intended users of BPPs include facility managers, regional historic preservation staff, and all members of GSA's Public Buildings Service involved in work on historic buildings. GSA's BPP program provides comprehensive information on individual GSA historic buildings to guide appropriate maintenance, repair, rehabilitation, and reinvestment. Each BPP includes a statement of significance, documentation on building alterations over time, images of current conditions, inventories of original materials, and InDesign-generated plans zoned to delineate the hierarchy of exterior and interior spaces as a guide to appropriate preservation and treatment. Work includes, but is not limited to, inspecting each building to prepare photographic and written documentation on current conditions, documenting each building's historic status, conducting research on each building's physical history, evaluating the relative significance of exteriors and interior spaces to delineate preservation zones, and preparing general guidance and treatment recommendations for the long-term preservation of the building's historic materials and spaces. Photographs must meet contract requirements. The work would take place at various buildings located throughout GSA Region 4, Southeast Sunbelt Region
