Site work and paving for a mixed-use development in Arcata, California. Conceptual plans call for site work for a playground / park / athletic field; sidewalk / parking lot; and for paving for a sidewalk / parking lot.

The City is seeking statements of qualifications and proposals (SOQ/P) from qualified providers to provide engineering design, landscape architecture, and construction management services for the Arcata Ball Park Improvement Project. This improvement project seeks to create ADA-accessibility to the family-friendly left field grassy seating area and improve the entry plaza and facade to ensure public safety and enhance the identity of the Arcata Ball Park. Submittals may be delivered via email attachment with Arcata Ball Park Engineering Design Services SOQ/P in the Subject line, sent to: dallred@cityofarcata.org. Submittals successfully received via email will get a Reply email stating that the submittal has been received. It is the respondents responsibility to ensure the submittals are successfully received before the deadline. Applicants may call (707) 825-2101 to confirm/follow-up on receipt of their proposal. The submissions received in response to this RFQ/P will be evaluated and used as a basis for selecting the consultant for this project. The City intends to enter a professional services agreement with a qualified consulting firm to complete Final Plans, Specifications and Estimates (PS&E) and related services - including but not limited to: civil and structural design, landscape and architectural design, surveying, minor geotechnical investigation, minor electrical engineering and lighting design, and ADA access design. The Final Plans & Specifications will be used to put the project out to bid for construction. Through this RFQ/P, the City reserves the option to enter into an agreement for Construction Management (CM) services at a later time; interested firms should address their CM qualifications in their response as well. The project is being funded in part by a State budget allocation being administered by the Department of Parks and Recreation. Project activities must adhere to State funding requirements. The City is seeking a qualified consultant to perform the following Scope of Work. Detailed work procedures are not included in this RFQ/P. The selected consultant must exercise independent, professional judgment in the performance of any services listed herein. Based on the 30% schematic design plans developed in 2021/2022 (see Schematic Drawings in Attachment A), the selected consultant shall prepare plans and specifications at the 60%, 90% and 100% design levels, as well as construction cost estimates for the planned improvements. The primary objective of the final engineering design will be to develop a complete set of plans and specifications suitable for bidding and construction. The plans need sufficient detail to provide the information for review by the City. The PS&E package will be prepared based on the standards of practice in the industry and in accordance with the project scope. The final plans and technical specifications will comprise the bulk of the Contract Documents and be incorporated into the bid package that the City will use to bid the project for construction. Path of Travel Improvements: Current access to the left field lawn seating area requires visitors to traverse two sets of stairs. There are also other obstructions for an accessible path of travel. Concept designs are developed for path-of-travel improvements to provide a fully accessible route from the entrance to the left field, family-friendly lawn seating area. Planned improvements include lowering the ramp past the third base bleachers, replacing a set of wooden stairs with an accessible ramp, and creating an accessible route out to the lawn area with ADA seating locations on permeable pavement. Design services may include, but not necessarily be limited to: surveying and geotechnical work, stairs, curb ramps, ramps, pedestrian concrete, sidewalk improvements, ADA accessibility, storm drain piping and drain inlets, clearing & grubbing, excavation & grading, engineered fill, etc. Facade Replacement: Improvements to the Ball Park facade provide an opportunity to not only replace the old wooden facade structure, which has been patched and repaired over many years, but also to greatly enhance the identity of the Arcata Ball Park. The existing wooden facade is connected to a now obsolete media booth which needs to be demolished and removed. The new facade design will incorporate the feeling of a traditional ballpark with a grand entranceway, while celebrating the unique place that is Arcata and the North Coast. Facade enhancements will include: an entrance archway consistent with other City of Arcata community facilities; signage celebrating home teams who play here; entrance lighting; and brick and wood facade textures. Design services may include, but not necessarily be limited to: facade wall steel structure, facade wall composite siding, pedestrian concrete, sidewalk improvements, retaining walls, fencing, etc. Entry Plaza: Opening up the entryway to the Ball Park will create a welcoming plaza for gathering, enhance placemaking opportunities, and better accommodate queueing for ball games and events. The new entry plaza will enhance access from both 9th and F Streets and visitor feelings of safety and as sight distance is currently blocked by landscaping and structural elements and foot traffic is funneled to either a narrow stairs or ramp. The proposed new entry plaza staircase will blend into the sidewalk to create a graceful transition from the street into the Ball Park. The ticket booth will also be relocated for greater accessibility from the entry plaza and to minimize conflicts with fans with tickets entering the Ball Park. The reconfigured space accommodates queueing, ticketing and admissions within a fully accessible space. Design services may include, but not necessarily be limited to: surveying and geotechnical work, stairs, ramps, pedestrian concrete, sidewalk improvements, ADA accessibility, landscaping design, minor electrical and lighting design, storm drain piping and drain inlets, clearing & grubbing, excavation & grading, engineered fill, etc. The budget for the Work included in this RFQ/P is expected to be approximately $200,000. The selected consultant will be required to complete all project requirements within the scope of these available funds. It is the respondent's responsibility to ensure the submittals are successfully received before the deadline. Applicants may call (707) 825-2101 to confirm/follow-up on receipt of their proposal. The City reserves the right to waive any formalities, defects, or irregularities in any submittal where the acceptance, rejection, or waiving of such is in the best interests of the City. The City reserves the right to disqualify any firm's submittal, before or after opening, upon evidence of collusion, intent to defraud, or any other illegal practice on the part of the respondent. The work identified in the Scope of Work shall commence within two weeks of the City's "Notice to Proceed." Final PS&E deliverables due no later than April 2024. The City intends to put the Arcata Ball Park Improvements Project out to bid for construction in spring 2024. The method of Contractor Selection has not been Determined at this time.
