THIS IS A SOURCES SOUGHT NOTICE FOR MARKET RESEARCH PURPOSES. THIS IS NOT A REQUEST FOR PROPOSAL OR A REQUEST FOR QUOTATIONS AND DOES NOT COMMIT THE GOVERNMENT TO AWARD A CONTRACT NOW OR IN THE FUTURE. All information submitted in response to this announcement is voluntary and the Government will not pay for the information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. The National Institute of Standards and Technology (NIST) requires Construction Services for roadwork located at the Gaithersburg, Maryland campus. This is NOT a design-build sources sought. The requirement will be designed by others. This announcement is not a Request for Proposals (RFP) and does not commit the Government to award a contract now or in the future. No solicitation is available at this time. The purpose of this sources sought is to identify organizations with the requisite qualifications to provide the services stated herein. Based on capability statements received in response to this Sources Sought Announcement this acquisition may be solicited as a 100% small business set aside. All small business organizations (SB, SDB, WOSB, HUBZone, VOSB, and SDVOSB) are encouraged to respond to this notice. NIST is seeking information on qualified Large and Small Businesses for a construction contract that can provide Construction Services under NAICS Code 237310. The National Institute of Standards and Technology (NIST) anticipates the following proposed contract action for soliciting interest in a Multiple Award Task Order Contract (MATOC). The contract(s) will be awarded as firm-fixed price Indefinite-Delivery Indefinite-Quantity (IDIQ) contracts for constructions services for roadwork on campus. Work may include the demolition of existing asphalt roads, concrete curbs, concrete gutters, etc., and the construction of new asphalt roads, parking lots, curbs, gutters, stormwater management features, and other related work. Work will include maintenance of traffic to provide continued access to all locations across campus during roadway closures. Projects will be subject to conformance with the Secretary of the Interior's Standards for the Treatment of Historic Properties (SOI Standards). This procurement will result in the award of firm fixed price Indefinite Delivery Indefinite Quantity (IDIQ) contracts, awarded to multiple contractors. The task orders will be competed between contract holders with evaluation for the lowest price technically acceptable or best value trade-off, which will be identified in the task order RFQs. NIST is seeking a capable construction firm to provide the services noted above on the NIST Gaithersburg, MD Campus. This is a Sources Sought ONLY and not a Request for Proposals (RFP) and does not commit the Government to award a contract now or in the future. The purpose of this synopsis is to identify organizations with the requisite qualifications to provide the services stated herein. Based on the Capability Statements received in response to this Sources Sought Announcement this acquisition may be solicited as a 100% small business set aside. All small business organizations (SB, SDB, WOSB, HUB Zone, VOSB, and SDVOSB) are encouraged to respond to this notice. NIST is seeking a contractor with the following capacity with Commercial and Industrial experience listed below: 1) Describe the type of roadwork construction (municipality, campus, public or private sector) 2) Describe the construction performed including maintenance of traffic requirements. Identify if construction was new roads or replacement of existing ones. 3) Provide award amount (must be at least $750K) 4) Provide project completion date (do not include warranty period) Specific Contractor Experience criteria being sought: a. Firm's Bonding capacity (single & aggregate). b. Provide experience for roadway construction of over $750K completed in the 72 months. The total number of pages to reply to this source sought shall not exceed 15 pages. Any proprietary information should be marked. The written capability statement shall clearly and unambiguously demonstrate the ability to do the work required in the notice. Interested, capable contractors (parties) shall submit a capability statement in response to this Sources Sought Notice, including, at a minimum, the following: (a) Technical discussion of Contractor's ability to perform the type of services described above; (b) Name of Company-include a contact person's name, telephone number, and email address; (c) Company Address; (d) Company Size (please specify as either Large, Small, Small Disadvantaged, Woman Owned Small Business, Veteran Owned Small Business, Service-Disabled Veteran Owned Small Business, 8(a), HUBZone Small Business) or other; (e) Identify whether you are interested in this acquisition as a prime contractor or a subcontractor; (f) Identify and mark any proprietary processes or data. NOTE: The total number of pages to reply to this source sought shall not exceed 15 pages and shall be emailed to the Contract Specialist below. NOTE: All vendors must be registered on www.sam.gov for contract award. Once the results of this market research are obtained and analyzed for NIST's minimum requirements, NIST may solicit a competitive procurement and subsequently award a multiple-award IDIQ contract.
