While the intent of the City is to award the contract to the selected consultant, it reserves the right to withdraw and/or not award a contract at any time it so desires. Furthermore, having evaluated proposals received, City also reserves the right to make decisions on whether the selected consultant will only work on analysis of the speed data and pursuant recommendations on proposed speed limits while the City provides the speed data using the City's traffic count consultant. Questions Due July 11, 2023 The City of San Leandro seeks a qualified traffic and/or transportation consultant to conduct an engineering and traffic survey to update the speed limits on approximately sixty-five roadway segments that may be expanded up to seventy roadway segments. The consultant will: 1) Conduct speed survey in each speed zone; 2) Compile collision data relevant to speed zoning; 3) Identify roadway, traffic, and roadside conditions not readily apparent to the driver that may affect speed zones; and 4) Recommend the speed limit in each speed zone in accordance with Section 2B.13,Speed Limit Sign (R2-1), of California Manual on Uniform Traffic Control Devices(MUTCD) 2014 Edition. The Scope of Services is listed in Section 3.0 and should be used only as a guide to complete the project. It is subject to interpretation and the proposer is encouraged to modify or add to this list in the proposal as deemed necessary. The City is open-minded on the process that can best be applied to achieve the desired work product and therefore, seeks a creative firm with original ideas and a complete and demonstrated understanding of how to execute these concepts.
