The U.S. Army Corps of Engineers, Engineer Research and Development Center is conducting market research to identify sources (Small Businesses and Other-than-Small Businesses) that have the knowledge, skills and capability to perform the work concerning the potential project described below. The responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions for this project. Responses are to be sent via email to chl-ct-quotes@usace.army.mil no later than 12:00 p.m. CDT, 27 June 2023. Please include the Sources Sought Notice Identification Number in the Subject line of the email submission. Project Description: The Cold Regions Research and Engineering Laboratory requires geotechnical drilling and sampling services delivered by qualified geotechnical engineers/technicians with expertise in performing Standard Penetration Test (SPT) and Split-Spoon sampling using a hollow-stem auger in accordance with ASTM D1586. This will require sample collection and borehole logging. The intent is to continuously sample and get SPT values and collect samples. This scope of work outlines the tasks and equipment required for data and soil collection while performing Standard Penetration Tests and Split-Spoon sampling using a hollow-stem auger. The two (2) boreholes shall be drilled to thirty-foot depth or until refusal of the drill if that occurs prior to 30 feet. The soil materials are anticipated (but not guaranteed) to be silty-sand at Franklin Falls Dam Lake near the town of Bristol, NH. The tasks listed below are required in this service with all equipment provided and owned by the geotechnical service company. Due to the nature of the geological materials at the site and the materials CRREL needs samples collected from the boreholes, CRREL requires the following drilling approach be applied: 1. A geotechnical drilling company with a professional drill rig operator and field engineer to log and field categorize the soil samples are required for the work. 2. Boring and sampling shall be continuous at 2 foot intervals (18 inch SPT and 6 inch boring cleanout). 3. Hollow stem auger IAW ASTM D1586 4. SPT tests with lined Split-spoon for sampling 5. Split spoon liners shall be 1 inch, 2-inch, and 6-inch-tall for split spoon sampler 6. The liners shall be marked with depth according to the bore logs and prepared for transport as to not loose moisture content. 7. The Contractor shall furnish all supplies, supervision, labor, materials, material disposal, tools and equipment, safety, and quality control for a geotechnical survey as detailed above Submission Details: All interested, capable, qualified (under NAICS code 238910 Site Preparation Contractors) and responsive contractors are encouraged to reply to this market survey request. Interested PRIME CONTRACTORS ONLY should submit a narrative demonstrating their experience in work of similar nature as described above. Narratives shall be no longer than 10 pages. Email responses are required. Please include the following information in your response/narrative: Company name, address, and point of contact, with (h)er/is phone number and email address Business size to include any official teaming arrangements as a partnership or joint venture Details of similar projects and state whether you were the Prime or Subcontractor Project references (including owner with phone number and email address) Project cost (ROM), term and complexity of job Comments will be shared with the Government and the project management team, but otherwise will be held in strict confidence. Telephone inquiries will NOT be accepted. The method of Contractor Selection has not been Determined at this time.
