This work consists of the closure and remediation of the Ash Lagoon at the Water Resource Recovery Facility. Bidders and subcontractors must comply with the City of Grand Rapids prequalification and certification requirements. The successful Bidder (and specific subcontractors) will be required to sign Certification Regarding Debarment, Suspension and other Responsibility matters Affidavit; to comply with Title VI of the Civil Rights Act of 1964, Executive Order 11246 of September 24, 1965, as amended, and to comply with the Davis-Bacon Act, the Copeland (Anti-Kickback) Act, and the Contract Work Hours and Safety Standards Act, as well as the Disadvantaged Business Enterprise Program as is indicated in the Contract Documents. Any contract awarded under this Invitation to Bid is expected to be funded in part by a grant from the Department of Environmental Quality/Drinking Water Revolving (DWRF). Neither the United States Government, nor any of its departments, agencies, or employees is or will be a party to this Invitation to Bid or any resulting contract. A certified check or bid bond for a sum not less than five percent (5%) of the amount of the Bid will be required with each bid. No bid may be withdrawn for a period of 45 calendar days after the date and time for receiving bids. The City reserves the right to accept or reject any and all Bids; to reject the Bid of a Bidder who is not, in the opinion of the Engineer or City, in a position to perform the contract; to waive informalities, irregularities and technicalities; to reject any and all non-conforming, non-responsive, unbalanced [unreasonable unit price(s)] or conditional Bids; or to advertise for new Bids. The City also reserves the right to award the Contract in the City's best interest, and therefore, may select a Bidder other than the lowest.
