The Western Virginia Water Authority (hereinafter referred to as the Authority) request the services to furnish and deliver Virgin or Custom Reactivated Granular Activated Carbon on an as-needed basis. The attached scope of work and specifications are submitted for your review and proposal consideration. Spring Hollow Water Treatment Facility located at Salem, VA 24153.This facility owned and operated by the Authority produces approximately 5 MGD of treated drinking water, and serves customers in Roanoke City, Roanoke County, and Franklin County. The Authority operates three granular activated carbon contactor basins at the Spring Hollow Water Treatment Facility. Each contactor basin holds 7,570 cubic feet of GAC or about 215,000 pounds of GAC. The Authority shall provide the mechanism for the evaluation of all information received; the final determination of responsible offertory. The Authority reserves the right to waive informalities and irregularities and to accept or reject any or all bids. The Authority reserves the right to procure from State Contracts when it is determined that these contracts are in the best interest of the Authority. Until such time as all the conditions in the contract are fulfilled, the Authority reserves the right to refuse and return material, at the seller's expense. Email: travis.lane@westernvawater.org It is the intent of the Authority to establish a contract for a period of 1 year with the option of renewing the contract after the first year on an annual basis for a maximum of 5 years. This contract will be reviewed annually after the first 1 year and renewed only when both parties are in agreement. We require that you provide at least 48-hour notice so that reasonable efforts may be made to provide the proper assistance. The Authority, to the extent allowable by applicable procurement law, reserves the right to accept or reject any or all bids or proposals. The Authority also reserves the right to award the contract for any such materials, goods or services the Authority deems will best serve its interests. It further reserves the right to award the contract on a split order-basis, lump sum or individual basis, or such combinations as shall best serve the interest of the Authority. The Authority reserves the right to request from the bidder, equipment, personnel, financial or other information it deems necessary to show the bidder ability to perform the work as indicated in the contract documents.
