The purpose of this IFB is to establish a term contract to provide Plywood and Brown Backing Lumber for use by the Virginia Correctional Enterprises (VCE). Virginia Correctional Enterprises (hereinafter identified as VCE) is part of the Department of Corrections, an agency of the Commonwealth of Virginia. VCE has manufacturing plants statewide and a warehouse/distribution center located in North Chesterfield, Virginia. The manufacturing plants, also known as industries, are used in the employment, education, and training opportunities of inmates under state custody. VCE will frequently place orders to the Contractor for delivery of Plywood and Brown Backing Lumber in varying sizes and species, suitable for the manufacturing of furniture, such as desks, tables, and office accents. The furniture will be sold to Government Agencies, higher education, cities, towns, and counties and to not-for-profit agencies. Contractor shall maintain inventory/stocking levels for items VCE has classified as contractual items. Stock inventory levels are based on previous usage and submitted customer forecasts and not guaranteed. Contractor shall provide quality assurance on all items that are shipped to VCE. Assurance checks are to include both quantity and quality checks. Materials are to be protected and packaged in a manner that provides protection during transport. All bids received after the appointed date and time for receipt, whether by mail or otherwise, will not be considered for an award. The time of receipt shall be determined by either the time received in the Issuing Agency's Purchasing Office, or the time uploaded electronically for bids submitted electronically. Bidders have the sole responsibility for assuring that bids are received in the Purchasing Office by the designated date and time. If bids are hand delivered, they must be delivered to the Issuing Agency's Purchasing Office at 8030 White Bark Terrace, North Chesterfield, Virginia 23237. Hand delivered bids must be delivered in ample time to allow for security check-in at the front desk and delivery to the Purchasing Office prior to the closing time for the solicitation. The purpose of this Invitation for Bids (IFB) is to solicit competitive sealed bids to establish a contract to provide Plywood and Brown Backing in various species for use by Virginia Correctional Enterprises in the manufacturing of wood products. The contract period will be from August 1, 2023 through July 31, 2024, and may be renewable in accordance with section IV, paragraph J. The Bid Form must be completed, and the certification located at the bottom of the form completed and signed by an official that has the authority to commit the Firm. This public body does not discriminate against faith-based organizations in accordance with the Code of Virginia, 2.2-4343.1 or against a bidder or offeror because of race, religion, color, sex, national origin, age, disability, sexual orientation, gender identity, political affiliation, or veteran status or any other basis prohibited by state law relating to discrimination in employment. Faith-based organizations may request that the issuing agency not include subparagraph 1.f in General Terms and Condition C. Such a request shall be in writing and explain why an exception should be made in that invitation to bid or request for proposal. VCE reserves the right to conduct a pre-award survey and make all evaluations to determine a Contractor's responsibility.
