The City of Crystal Lake, Illinois seeks a qualified consulting firm for Preliminary Engineering for the Three Oaks Recreation Area - Multi use Path project. The Three Oaks Recreation Area is owned and maintained by the City of Crystal Lake. It is located north of Rakow Road, west of Pingree Road, south of Route 14 and east of Main Street. The City would like to evaluate the construction of a multi use path around the lake, approximately 2.4 miles. A path currently exists along the north side of the lake. All engineering shall follow local requirements. The Crystal Lake Plan Overview It is anticipated the project will be constructed in six (6) segments as funding or grants become available. The LIDAR survey can be viewed Electronically. The northern portion of Segment 5 will be completed by private development Segments have been created on a preliminary basis and are attached. The City has completed a detailed LIDAR survey for the majority of the project (segments 1-4 plus part of 5). This will be used as a basis of the preliminary engineering. Existing 1-foot contours can be used for the remainder of Segment 5 and Segment 6. The purpose of the preliminary engineering is to determine what is the most economical path type along the various segments given the topography, need to limit earthwork (no haul off of material) and limit the need for any retaining walls. Retaining walls shall be modular block or gabion with no tie-backs. The City has developed a few typical sections for consideration. The path shall be 10 feet wide with a 2 foot shoulder. Preliminary engineering shall be done no later than December 15, 2023. The method of Contractor Selection has not been Determined at this time.
