The wastewater collection system in Tannersville was originally constructed by the City of New York under agreement with the Village of Tannersville and Town of Hunter in 1927 during the construction of the Schoharie Reservoir. The system was built to collect and treat sewage from the Village and Town to protect water quality. Sewage had previously been discharged to the Schoharie Creek. NYC DEP owns and operates both the collection system and the Tannersville Water Supply Resource Recovery Facility (TWSRRF). The collection system suffers from significant inflow and infiltration (I&I) and the TWSRRF was previously under a NYS Department of Environmental Conservation Consent Order due to elevated inflows and process bypasses. Because of the significant I&I, the TWSRRF experiences high influent flows during storm events resulting in extended 24-hour shift coverage by operators and stationary engineers, additional chemical costs, and additional hours of operation of process equipment. Managing the high flows during storm events by reducing I&I or other means will result in preventing sewage overflows, treatment process bypasses, and SPDES violations. In addition, it will reduce energy consumption costs, greenhouse gas emissions, chemical usage and costs, and overtime operating costs for the TWSRRF.
