Renovation of a municipal facility in Hays, Kansas. Completed plans call for the renovation of a municipal facility.

Ellis County Kansas is accepting Request for Proposals (RFP), to replace approximately the 120' x 5' feet of Polycarbonate barrel vault skylights located on the roof of the Ellis County Administrative building located at 718 Main Street in Hays KS, The type of projects/support anticipated under this contract are identified below, however, the requested work will not be limited to this list. Scopes of individual projects, deliverables, schedule, and associated fees will be developed and agreed upon prior to the commencement of work requests under this contract. Some services may be small and ad-hoc in nature and therefore may not require development of deliverables, schedule, and fees. Schedule to complete work shall be stated in each proposal as well as listing of competent work comparable in nature to this request in writing. An explanation of the contractor's plan to ensure water intrusion during the replacement process is to be included. No Sales Tax is to be included and the successful company will receive a tax exemption certificate upon award. An Insurance Certificate listing a minimum of two-million-dollar ($2,000,000) Umbrella Liability policy for up to two million dollars per occurrence shall be requested of the successful bidder. The total project costs should not require the contractor to secure a performance bond per KSA 60-1111, however a performance bond is preferred for the project. All replacement equipment storage shall be confined within a protected bonded area for the Owner by and if Contractor accepts before placement on project. The scope for the skylight project includes but is not limited to the following major areas. If the contractor plans to provide different specifications as listed in the proposal, they will be accepted and reviewed for comparison The County reserves the right, at its sole discretion, to determine if pursuing any contract negotiations or award is in the best interest of the County as a result of this RFP. Questions-Contact Information Respondents are encouraged to review this entire RFP document. All questions regarding the RFP must be in writing and sent to the County via email to dmyers@ellisco.net. Questions must be received at least 96 hours prior to bid opening. All questions received and their answers shall be posted online and emailed to participating Respondents so that all potential Respondents may see them. If the contractor plans to provide different specifications as listed in the proposal, they will be accepted The base bid for the project is to include: o 2 3/4 " think translucent style panel system. o One approximate 120' long x 5' wide (ocd-flat) self-supporting ridge skylight with gable end walls. The furthest West panel is to be designed to be a solid panel to allow maintenance staff to walk on and support weight to walk over to get from the South portion of the building to the North. If needed, the top of this panel can be covered with EPDM roofing material, which is the same roofing material on the roof of the structure. This is to be included with the cost proposal. This panel does not require to be translucent. The underside of the panel is to be designed to try and match closely with the interior surfaces of the building. o Approximate 27.25-degree pitch. Pitch is not to exceed a level to make the skylight protrude past or higher than the end walls. The height of the end walls is approximately 18" higher than the base of the skylight. The contractor is responsible for measurements to ensure these specifications are met. o Skylights are to include aluminum curb cap and matching flashing - requires a 5 1/2 " wide roof curb. The contractor is responsible for measurements to ensure these specifications are met. Bottom skylight curbing, and flashing is required to ensure there is no water intrusion into the building after installation. Contractor is responsible for ensure the current roofing material is adjusted if needed to prevent water intrusion with the new skylights. o Project installation is to be completed with stainless steel fasteners and sealants. o The skylights are to be designed for a 25 PSF live load, 25 PSF snow load, 20 PSF (ASD) wind load, and a 9 PSF drift load, based on an L/60 deflection. o All exposed aluminum to be painted with a single color, standard CRF coating. For general specifications for the panels, the skylights should be constructed using the following specifications for the purpose of creating a base bid. o .070" super weathering Crystal exterior face, o .045" White S-171 interior face, o .23TB "U" factor (thermally broken), by NFRC Method, 26% light transmission and reviewed for comparison. Skylight Replacement The current skylights are made of polycarbonate materials that have cracked over time, and repairs have been made with different materials to prevent further leaking. The proposal is to replace these skylights with a translucent fiberglass style system. Proposals of the contractors selected material
