Each Bid shall be submitted in accordance with the Instructions to Bidders. All bids in excess of $50.000.00 be accompanied by a Bid Security in the amount of ten (10) percent of the Total Bid Price. The Bidder to whom a contract is offered, must furnish to the City, if that contract has a total cost greater than $50,000, a 100 percent Performance Bond with a surety company acceptable to the City and in a form acceptable to the City. In the City's sole discretion, it may also require a 100 percent Payment Bond and/or other additional security with a surety acceptable to the City and in a form acceptable to the City. The United States Department of Housing and Urban Development (HUD), Office of Healthy Homes and Lead Hazard Control has awarded the Waterbury Department of Public Health and the Healthy Homes Program funding to carry out activities associated with a Lead Based Paint Hazard Control Program. Contractors must be familiar with and have knowledge of Federal and State statutes, laws and regulations governing the services outlined in the attached specifications including, but not limited to HUD's Lead Safe Housing Rule 24 CFR Part 35, Subpart R:Methods and Standards for Lead-Based Paint Hazard Evaluation and Hazard Reduction Activities; HUD's Guidelines for the Evaluation & Control of Lead-Based Paint Hazards in Housing; the EPA's rule on Lead-Based Paint Poisoning Prevention in Certain Residential Structures 40 CFR Part 745 subparts D, E and L, 2CFR Part 200: Uniform Administrative Requirements for Federal Awards, Final Guidance and the State of Connecticut Due to the Federal Funding stated above, the two percent (2%) contractor preference granted to Waterbury Bidders required by section 38.42 of the Waterbury Procurement Ordinance does not apply to this request for proposal.
