USFW D/B Domestic & Utility Water System Upgrades The Hart Mountain National Antelope Refuge (HMNAR) is owned and operated by the U.S. Fish and Wildlife Service (USFWS). The refuge is located approximately 63 miles northeast of Lakeview, Oregon and approximately 108 miles southwest of Burns, Oregon. The nearest major city/town is Lakeview, Oregon. The Refuge has identified the requirement for Domestic and Utility Water System Upgrades as detailed on the 50% Construction Drawing Package "1R-OR-10075677" pages 1.0 through 72.0 titled, "Domestic and Utility Water System Upgrades." A. As part of this Contract, the Contractor shall provide Design and Construction Services (Design-Build Services) for the Following Project Elements: o Review of Existing Record Drawings (if available) provided as a separate attachment to the Solicitation. o Review of existing 50% Construction Documents (Design/Build Bridging Drawings and Technical Specifications) provided as a separate attachment to the Solicitation detailing Domestic and Utility Water System Replacement and Upgrades. o Field verification site visit. o Contractor's Architect-Engineer's advancement of 50% Construction Documents to 100% Final Draft Construction Documents Approved for Construction. Includes Development, Preparation, and Submittal of 100% Final Draft Construction Documents. o Contractor's Architect-Engineer's required coordination with Oregon Health Authority (OHA) for Plan Review and payment of All Plan Review Fees. o Contractor's On-Site Superintendence. o Contractor's On-Site and Offsite Project Management. o Contractor's On-Site Construction Trailer, Utilities, and Other Direct / Indirect Costs. o Contractor's Subconsultant's Wetland Delineation Survey. o Contractor's Subconsultant's Wetland Delineation Report. o Contractor's Permit Subconsultant's development, preparation, and submittal of the Joint Permit Application for Oregon (If Applicable). o Contractor's Permit Subconsultant's development, preparation, and submittal of the Construction General Permit Application (EPA CGP / Oregon DEQ 1200- C) and associated Stormwater Pollution Prevention Plan (SWPPP). o Document review, planning, development, preparation, and submittal of Project Documents (General and Technical Specification Submittals). o Mobilization and de-mobilization. o Installation of Valet Spring Box Modifications.
