Decatur Housing Authority is requesting proposals from qualified, licensed and insured entities to provide Capital Needs Assessment (CNA) for DHA. A Capital Needs Assessment is a systematic assessment to determine a property's capital needs over the next 20 years based upon the observed current physical conditions of a property. The CNA report provides a year-by-year estimate of capital replacement costs over this 20 year period for use by the DHA in planning the reserve account for replacements and other funding to cover the anticipated costs. Provide a detailed report for the identification of each issue of deficiency (work item) and priority of proposed work item detailing priority and quantity including the breakdown by material and labor. Provide summary report regarding major findings and recommendations sufficient to produce a 20-year cost projection for each capital component plus any other major issues including any repair items that immediately impact health and safety. Reports will be due to the DHA within thirty (30) days of receipt of the Notice to Proceed. Right to Not Award. Not to award a contract pursuant to this RFP. Q/A Cut off Date: 07/05/2023 Q/A Cut off Time: 03:00 PM EDT Reject any or all proposals, to waive any informality in the RFP process, or to terminate the RFP process at any time, if deemed by the DHA to be in its best interests.
