Location of Work: Old Dominion University, Primarily the Norfolk, Va campus Period Of Contract: Initial Project Service with option for renewal All inquiries for information should be directed to: Etta A. Henry, VCCO (ehenry@odu.edu) In compliance with this Request For Proposals, which includes all provisions and appendices attached and referenced therein, and subject to all the terms and conditions set forth herein, the undersigned offers and agrees to furnish the services described in the RFP cited above and submit this signed proposal which includes this completed and signed page, the completed and signed Forms AE-1 through AE-6 and other data as required by the RFP. It is understood that this proposal and the scope of services may be modified, by mutual agreement in subsequent negotiations. The entrance to the Department of Procurement Services and the reception area for receipt and time-stamping of submissions is on the north side of the Facilities Management Building, adjacent to the parking lot. Persons delivering submissions should use this side entrance, which is marked "Procurement Services", NOT the entrance to the building which fronts Powhatan Avenue. Offerors shall submit one (1) original signed in BLUE INK, and twelve (12) copies for a total of thirteen (13) bound sets (no 3-ring binders). Identify the "Original" as such on the front cover of the proposal. Offerors shall also submit one (1) copy of the proposal via thumb drive. . PURPOSE: The purpose of this RFP is to solicit proposals from qualified higher education Architecture/Engineering and Planning consultants to provide a Comprehensive Campus Master Plan for Old Dominion University, with the intent to enter into a contract through competitive negotiations for the professional services of an Architectural/Engineering firm, authorized to do business in the Commonwealth of Virginia, with experience in providing Campus Master Planning and related services including data collection, analysis, assessment, and recommendations as described in this RFP. The Master Plan will set forth a new long-range comprehensive plan for the development of the university's physical plant, the enhancement of the campus setting among the surrounding neighborhoods, and the continued development of Old Dominion University as a major institution. The Master Plan shall create a clear and precise vision of where Old Dominion University is today, where it would like to go, and the methodology for achieving the overall institutional vision. The A/E shall provide professional services for the project consistent with the A/E Manual, as revised, and the latest directives issued by the Division of Engineering and Buildings concerning construction and professional services. Project Deliverables: The A/E shall produce the following Master Plan deliverables: 1. Draft Initial Master Plan Outline and Schedule: a. Outline of Master Plan document b. Description of proposed meetings, stakeholders, and schedule c. Analysis of existing documents and background information d. Compilation of required information 2. Preliminary Submission: a. Documentation of meetings and discussions b. Summary of Needs Assessment c. Updated outline of Master Plan document, including preliminary text d. Concept Plans, including a preliminary analysis of campus space usage and associated proposed square footage requirements, and analysis of existing built environment including exterior spaces and utilities and satellite campuses e. Preliminary imagery and presentation materials 3. Prefinal Submission: a. Documentation of further meetings and discussions b. Prefinal Master Plan document, including text, imagery, and presentation materials c. Prefinal analysis of campus space usage and associated proposed square footage requirements d. Prefinal analysis of existing built environment, including exterior spaces and utilities and satellite campuses 4. Final Submission: a. Final Master Plan document, including all text, imagery, and presentation materials SCOPE OF SERVICES: The selected A/E shall furnish all expertise, labor, and resources for the required comprehensive Master Plan and related services in accordance with the requirements of the A/E Manual. Development of the Master Plan must be an inclusive process that includes participation by and facilitates support of both the internal university units and the external community constituents. The Master Plan shall be developed to advance and support the university's role as a leading comprehensive institution of higher education, both locally and nationally. The Master Plan shall include recommendations for the physical development of all campus elements in the future. The Master Plan will be comprehensive in nature and set forth plans and recommendations based on data for the various planning initiatives. The Master Plan must also allow for flexibility to be modified in response to the ever-changing internal and external factors that influence institutions of higher education
