Per the owner, as of January 11, 2024, an award has been made for this solicitation. The owner states that they do not have a scheduled construction date at this time. Owner states that it will likely take at least a year of outreach and concept development before anything is designed. Closed solicitation has been included below for reference. .................. The City of Newport Beach ("City") is seeking proposals from qualified proposers interested in providing consulting services for the concept development and final Plans, Specifications and Estimates (PS&E) for landscape and park improvements for the public areas along Ocean Boulevard in Corona del Mar between Poppy Ave. and Carnation Ave. The objective of this Request for Proposal ("RFP") solicitation is to identify the highest-qualified proposer to provide these services over the course of the proposed contract. The City is not responsible for and accepts no liability in the event a response is late due to any network, internet, or any other technical problem or interruption. It is the responsibility of the Proposer to ensure that their Proposal is received before the stated deadline. Staff may be contacted at (949) 644-3080 to verify receipt of proposals. In the event Proposers cannot submit Proposals electronically, Proposers must contact the RFP Administrator and staff to make arrangements for hard copy delivery PRIOR to the RFP deadline. The City of Newport Beach is initiating conceptual designs and public outreach for the Ocean Boulevard Bluff Park. These efforts will be used in the final design PS&E and prioritization of the improvements. See Attachment "A" for the approved PB&R Improvement Recommendations for further detail of the proposed design efforts. The scope tasks are: 1. Site Investigation / Project Familiarization and Existing Document Review 2. Site Survey/Aerial 3. Conceptual Design Development; 60% and Final submittals of Conceptual Plan based on public input on options for City review. 4. Public Outreach / Public Meetings; a minimum of one (1) bluff tour with City Staff, PB&R Ad-hoc Committee and CdMRA Bluff Committee, two (2) Public Community Meetings, three (3) PB&R Meetings and two (2) City Council Meetings. 5. Plans, Specifications and Estimates (PS&E); Plans shall be prepared in City of Newport Beach Public Works format. 50%, 90% and Final Plan submittals for City review. Plans and Outline Specifications shall include Demolition, Erosion Control, including NOI and SWPPP, Grading, Drainage and Hardscape Improvement Plans, including fencing and railings, and Irrigation and Planting Plans, including electrical and recommendations for maintenance. Furnishing Plans, Technical Specifications and Cut Sheets as appropriate. 6. Prioritize Improvements; Provide logical phasing elements for a five to ten year implementation period. Provide Estimates, Funding for improvements may require multiple years to complete. 7. Address the problems of public use and abuse, provide recommendations. 8. Construction Services; Bidding assistance with Addenda, Bid Evaluation and Analysis of Alternatives or Substitutions. Attend Pre-Construction Meeting(s), review Submittals, Change Orders and As-Builts from Contractor(s). Proposers shall expand on the Scope of Services listed above and add any other items that will bring value to the project. A separate file for your firm's fee proposal will also be uploaded electronically not to be attached to the Proposal. It is the responsibility of the Consultant to ensure that their Proposal is loaded electronically before the stated deadline. All questions pertaining to this RFP shall be submitted using the City of Newport Beach electronically, using the "Q&A" tab within this solicitation. Proposers shall contact electronically for all technical matters related to use and function; Proposers shall not contact any other City staff with questions. The RFP Administrator will provide formal answers to all questions. Changes to the RFP itself shall only be made by the City via formal written addenda. Addenda will be published and distributed through the Portal. All addenda shall become a part of the RFP document requiring acknowledgment by the proposer. It is the sole responsibility of the Proposer to ensure that they have received the entire Request for Proposal, including any and all questions, answers and addenda by visiting the City of Newport Beach electronically. Proposals shall be brief, excluding a cover letter of up to two (2) pages, plus any dividers and certificates. Proposals shall include: 1. Introduction and project understanding. 2. Firm qualifications and related experiences. 3. Scope of services. 4. Project team's experiences. 5. Propose labor hours 6. References 7. Proposed fee with billing rate Please note that part of the evaluation criteria takes into consideration the responsiveness of a proposal; proposals missing the required components listed above will be evaluated accordingly. Any proposal which is not received by the RFP Administrator prior to the deadline date and time set forth in this RFP shall not be considered. City assumes no responsibility or liability for the transmission, delay, or delivery of a proposal by either public or private carriers. City reserves the right to: (1) accept or reject any and all proposals or any part of any proposal, and to waive minor defects or technicalities in such, (2) request clarification of any information contained in a proposal, (3) solicit new proposals on the same project, or on a modified project, which may include portions of the original RFP as City may deem necessary, (4) disregard all nonconforming, non-responsive, or conditional proposals, (5) reject the response of any proposer who does not pass the evaluation to City's satisfaction, (6) allow for the correction of errors and/or omissions, (7) select the proposal that will best meet the needs of City, and (8) negotiate service contract and terms with the successful Proposer. The City of Newport Beach is not obligated to enter into a Professional Services Agreement on the basis of any proposal submitted in response to this RFP. City reserves the right to award multiple contracts for this Project if is deemed advantageous to City. Type of Award - Lump Sum The method of Contractor Selection has not been Determined at this time.
