The City of Westmorland is requesting proposals from qualified and experienced engineering firms to provide Engineering Design Services for the above named state-funded project in the City of Westmorland. The services are anticipated to be as needed as directed by the Citys Project Manager. The purpose of the Request for Proposals (RFP) is to provide the City with the assurance that this City-administered project is designed in substantial compliance with all local, state, and federal provisions (where applicable) due to the specific state funding requirements. Qualified entities are invited to submit written proposals for consideration in accordance with this request. These services will be conducted under a contract with the City of Westmorland, hereinafter referred to as City and the consultant entity hereinafter referred to as Consultant. The contract will be regulated according to the provisions of all State and local laws and ordinances that are applicable. The Scope of work: Consultant shall collect such data as needed to prepare a set of plans for construction of the pipe segments listed in the Citys approved grant documentation. The data may be collected from visual and in-field survey, drone imagery, other digital imagery/mapping, and from available City/governmental mapping and documentation. Vertical/depth information will not be required other than vertical dimensions of trench details unless shown specifically in the plans or encroachment permits. In addition to plans, a set of Specifications will be required. The Specifications need to include mandatory governmental sections as well as typical water pipe criteria and requirements.
Any contract entered into pursuant to this notice will incorporate the provisions of State Labor Code of the State of California. Compliance with the State prevailing rates of wages established by the State director of Industrial Relations will be required. Affirmative action to ensure against discrimination in employment practices on the basis of race, color, national origin, ancestry, sex, or religion will also be required.
