Site work for a water / sewer project in Fountain Valley, California. Completed plans call for site work for a water / sewer project.
The Project is located at Plant No. 1 at 10844 Ellis Avenue, Fountain Valley, CA 92708. The Project consists of replacement of one (1) buried 12-inch plug valve near the trickling filter clarifier at Plant 1. Other work includes excavation and backfill, dewatering, shoring, settlement monitoring, ductbank support, water sampling and testing, concrete chipping, and pillow plug. License Requirement: Each Bidder must be licensed in the State of California and qualified to perform the Work described in the IFB Documents. Pursuant to Public Contract Code section 3300, the CONTRACTOR must possess the following classification of Contractors License: A. Safety Experience Requirements: OC SAN has stringent standards regarding the Bidders and Subcontractors accident frequency and workers compensation experience modification factors. Please refer to the Bid Submittal Forms and Instructions to Bidders for the specific requirements. All Bidders are required to comply with state, federal, and local laws applicable thereto and the directions in the IFB Documents. The Orange County Sanitation District reserves the right to reject any or all Bids and to waive or not to waive any or all irregularities. All communications concerning this IFB must be in writing. Written questions regarding details of this IFB will be accepted (i.e., must be received) by OC SAN until 5:00 P.M. (Pacific Time Zone), August 24, 2023. Written questions must be sent by email at construction@ocsan.gov to the attention of Irene Green, Contracts Administrator. All emails shall contain the following title in the Subject line: PROJECT NO. FR1-0017: Bidder Questions. All questions shall be submitted in accordance with the requirements set forth in the Instructions to Bidders in the section entitled Bidders Questions Submitted By Electronic Mail. Telephone questions will not be accepted. Any questions received after this date may not receive a response. A Bid Security of not less than ten percent (10%) of the Total Amount of Bid will be required with each Bid and no Bid will be considered without it. The Bid Security may be in the form of cash, a cashiers or certified check payable to OC SAN, or a Surety Bond issued by a qualified corporate Surety licensed to do business in California and must be submitted using the form included in the Bid Submittal Forms. In the case of the Bidder submitting Bid Security using the form included in the Bid Submittal Forms, Bidder shall scan the Bid Security and attach it to its Bid. Bidder shall also submit the original Bid Security, which must be received by OC SAN within 48 hours of the date and time the Bids must be submitted. In the case of the Bidder submitting cash, a cashiers or certified check, OC SAN shall receive said form of Bid Security no later than the date and time the Bids must be submitted. Bidder shall submit the Bid Security to Irene Green, Contracts Administrator at Contracts, Purchasing & Materials Management Division of the Orange County Sanitation District at 10844 Ellis Avenue, Fountain Valley, California. Each Bid Security will be held until an award is made. A Performance Bond and a Payment Bond each in the amount of 100% of the Contract value are required concurrently with the execution of the Contract and shall remain in effect through the warranty period. The Performance Bond and the Payment Bond are to be executed in the name of the Surety insurer under penalty of perjury duly acknowledged before an officer authorized to take and certify acknowledgements and either one of the conditions listed in the Instructions to Bidders must be satisfied. Pursuant to California Public Contract Code section 22300, the CONTRACTOR will be entitled to post approved securities with OC SAN or an approved financial institution in order to have OC SAN release funds retained by OC SAN to ensure performance of the Contract. California Department of Industrial Relations (DIR) Registration and Prevailing Rate of Wages: Bidders shall comply with the registration requirements of Labor Code section 1725.5. Pursuant to Labor Code section 1771.4, the Work is subject to compliance monitoring and enforcement by the DIR. Bidders are hereby notified that, pursuant to provisions of the Labor Code of the State of California, the Board of Directors of the Orange County Sanitation District adopted the prevailing rate of per diem wages, as determined by the Director of Industrial Relations, applicable to the Work to be done for the locality in which the Work is to be performed, in compliance with section 1773 of the Labor Code of the State of California, and it is on file in the Engineering Office located at Plant No. 1 of the Orange County Sanitation District. Per California Labor Code section 1773.2, OC SAN will have on file copies of the prevailing rate of per diem wages at its principal office and at each job site, which shall be made available to any interested party upon request or can be obtained Electronically Bidder acknowledges that OC SAN has determined that the Final Completion date for the Work shall be two hundred ten (210) calendar days
