As of August 30, 2024, this project is in the design phase. A timeline for construction has not yet been established. The Port of Bellingham (the Port) is soliciting responses from qualified and experienced engineering consulting firms to this Request for Professional Services (RFPS) to assist the Port with development and implementation of a maintenance plan for interim use of the GP wharf (wharf and pier) for marine use. Work may include field data collection, design, permitting, and development of bid documents for a formal public works project or projects. Future work may include public works bid support, construction administration, and/or construction management. The approximate project area and site recommendations are shown in the Facility Condition Assessment Report (Appendix A). The goal of this project is to identify, prioritize and perform maintenance and repairs necessary to maintain this facility in good working order for the near future. The selected respondent team should plan on completing the following tasks as determined by the Port: o Lead project manager, organizing all efforts and coordination with Port project manager. o Project management including, but not limited to, meetings, coordination, invoicing, file management, and potential grant cost projections and management o Regulatory and stakeholder coordination including preparation for and participating in meetings o Permitting o Develop bid documents which may be phased. Maintenance construction efforts may be accomplished in house, through standard public works bidding, or through the use of job order contracting. o Construction management and oversight. Responses should address the following criteria, which will be used to evaluate all responses received: 1. Describe the team's engineering and other professional consulting qualifications and relevant project experience over the last 10 years (70 points possible) a) Demonstrate relevant engineering design, permitting, construction management, and project experience. b) Capacity to identify and provide all technical disciplines necessary for the project. c) Key assigned personnel, including professional background and availability d) Project manager's specific experience managing similar projects e) Recent project work, including scope of work, and contact for reference. 2. Description of approach (30 points possible) a) Proposed project team and responsibilities b) Demonstrate relevant management experience in managing project teams, clients, Port procedures, and regulatory agencies. c) Narrative describing approach to the project including project elements and tasks.
