his basic contract SOW describes the requirements necessary to complete the design-bid-build (DBB) construction requirements for an RE&C Acquisition Task Order (TO) which describes this DBB construction effort at Cape Canaveral SFS. The RE&C Contractor is to provide the Government with a complete construction and warranty in accordance with FAR 52.246-21, for the full depth pavement replacement of the first 1,000 feet of asphalt at each end of the runway with concrete to include associated grading and drainage adjustments, with all new pavement grooves and new pavement markings. Mill and overlay the remaining internal asphalt portion of the runway with hot mix asphalt (HMA) and provide airfield markings. Repair and regrade airfield electrical and lighting systems to accommodate airfield pavement repairs. All work shall be accomplished in accordance with (IAW) the contract specifications, drawings, and as directed by the Contracting Officer (CO). The contract will include Bid Schedules A and B as shown in Appendix A, Sheet GC-002, and the associated phasing plan shown on Sheet CT-003, modified as follows. The 31 end (east end) will be displaced and reconstructed first, and the 13 end (west end) reconstructed second, prior to the completed closure for phase 3. Additionally, once Contractor completes each of the Turnarounds (Runway 31 end and Runway 13 end), the Government requires two weeks down-time to allow heavy aircraft usage of the runway. Final markings are to be applied to the ends to allow operational use of the full runway length. The Contractor shall provide two crews for this task order, one crew per location. NOTE: Only one tank may be taken out of service at a time per fuel farm area for repairs unless otherwise authorized with the base fuels team. The Contractor shall repair deficiencies at fuel tanks and facilities listed in Table 1. The API 653 report and repair scope are provided for bidding purposes. The repair scope contains the only repairs that have been approved by DLA and stakeholders and may differ from the API 653 report. The contractor shall repair only the deficiencies specified in this SOW. The Contractor shall provide shop drawings to the level of effort indicated (Appendix A, 4.0 Repair Requirements for Specific Tanks), for repairs or new construction, for the deficiencies. The Contractor shall provide all incidentals required to complete the shop drawings for repairs needed for complete and usable facilities. Cape Canaveral SFS, F Estimate $25-100 Million
