Renovation of a fire / police facility in Neosho, Missouri. Completed plans call for the renovation of a fire / police facility.
Please label the envelope: Fire Department Source Capture Exhaust System Bid Opening September 4th, 2023 @10:00 a.m. Questions concerning the specifications and bid procedure should be directed to Fire Chief Aaron Houk, at the follow address/phone: 417-451-8021, 125 N. College St. Neosho, MO 64850. All bids shall be F.O.B., Neosho, MO. All bids shall be exclusive of federal, state, and city taxes. Bids on this (these) unit(s) shall be made on forms furnished with these specifications. Additional information, specifications, deviations, and manufacturer's literature should be attached to bid forms. All bids should include the turnaround time in getting started on this project. In section 605.040 of the City of Neosho code, it states that if a contractor performs work for the City a performance bond is required. Section 605.040 Certain Insurance Policies, Etc., Required Before Issuance of Licenses for Plumbers, Electricians, Contractors, and Subcontractors is amended to read as follows: "A. In addition to payment of the license fees required of plumbers, electricians and general and special contractors and subcontractors in Section 605.010, before a plumber's, electrician's or general or special subcontractor's license may be issued to any applicant, each applicant shall produce for the inspection and approval of the City Collector the following policies of insurance together with receipts showing the premiums fully paid for the period for which the license is sought: 1. Bodily injury insurance liability coverage of twenty-five thousand dollars ($25,000.00) per incident. 2. Property damage, twenty-five thousand dollars ($25,000.00). 3. Bonding requirements. a. If a contractor performs work within the City limits of Neosho, a license and permit bond, ten thousand dollars ($10,000.00). b. Unless otherwise provided, if a contractor performs work for the City of Neosho, the cost of which is estimated to exceed fifty thousand dollars ($50,000.00), a performance bond running to the City, to the contract amount. B. In addition to the requirements set forth above by this Section and the license fees required to be paid, each applicant for a plumber's license shall comply with all provisions of the Plumbing Code of the City." If this project is in reference to a Stormwater Runoff Project, please reference Section 430.188 of City Code that states: A. Performance Bonds and Other Assurances for Completion of Stormwater Management Improvements. Upon approval of the Final Stormwater Management Plan, but before the issuance of building permit, the City Building Inspector may require the applicant to post a performance bond, cash escrow, certified check, or other acceptable form of performance security for the amount of the work to be done pursuant to the approved Stormwater Management Plan. B. Maintenance Agreement. A maintenance agreement, approved by the Governing Body of the City of Neosho, assuring perpetual maintenance of stormwater management improvements shall be agreed upon by the City and the applicant, if the facilities are to be maintained by the developer. C. Maintenance Bond. A two (2) year maintenance bond against defects in workmanship may be required by the City for any portion of the stormwater management improvements dedicated to the public. *Missouri Prevailing Wage Rate if over $75,000.00 (A copy of the Missouri Prevailing Wage Rate is attached) *Payment Bond Required for projects over $50,000.00 *City of Neosho Business License required *W-9 Required * Proof of Workers Compensation Coverage Provided w/ Bid The City reserves the right to reject any or all bids and to accept the lowest or best bid. Source Capture Vehicle Exhaust Removal System Specifications 1. Vendor shall provide and install a source capture vehicle exhaust removal system in accordance with manufacturers recommendations. 2. Installation will be in Neosho Fire Department Fire Station #1, located at 125 North College Street, Neosho, Missouri, and Fire Station 2 located at 501 Industrial Street, Neosho, Missouri. 3. The system shall serve 5 vehicles, in each location within the stations as described in this document. Station #1 1 vehicle in Bay#1, and 2 vehicles "double stacked" in Bay #2. Bay #3 will have 2 vehicles parked parallel 1 vehicle is a drive through and 1 vehicle must back into place. Station #2 2 vehicles will be parked 'double deep' in apparatus bay #1 and #2. 1 other vehicle will be parked in bay #3. 4. System shall directly attach to the exhaust pipe of 5 vehicles identified by the Neosho Fire Department. 5. Vendor shall provide and install all necessary fittings or adapters for the exhaust removal system to properly connect to the vehicle exhaust pipe with no leak of exhaust gases. 6. Vehicle exhaust removal system shall be designed and installed in a manner which will allow no leak of vehicle exhaust gases within the building when the system is operating. 7. Exhaust removal system shall detect when the vehicle's motor is operating, automatically begin to operate, and remain attached to the vehicle until the vehicle exits the station, at which time the exhaust then vents into the outside atmosphere. The fan design shall be sized to make sure that the exhaust from all vehicles are extracted, if running at the same time. 8. System shall continue to operate an amount of time necessary to remove all exhaust gases which may remain within the piping of the system. 9. When operating, the exhaust removal system shall vent all vehicle exhaust gases to a discharge point outside of the building. Vent discharge shall not be in a location where exhaust gases may be drawn back into the building via doors, other vents, or other air intakes. 10. System must capable of handling vehicle exhaust temperatures of high idle up to 1500 rpm for 5 mins 11. Firefighters must be able to attach a nozzle from a standing position. 12. To protect the investment of the city a hose disconnect system is required to make sure that the hose will not be ripped or torn due to the nozzle not disconnecting from the vehicles' tailpipe or getting caught on vehicle. This is considered a life-safety issue, no exceptions. 13. Exhaust vent point shall be properly sealed to prevent the leak of water into the building and be protected to prevent any animal from gaining access to the vent opening or into the building. 14. Vendor shall make all necessary electrical and mechanical connections as needed for system to operate in accordance with manufacturer recommendations. 15. Vendor shall use qualified mechanical and electrical contractors to ensure installation is safe, and exhaust removal system operates in accordance with manufacturer specifications. 16. Vendor shall provide all electrical parts and materials to properly connect exhaust removal system to existing electrical power available. 17. Vendor shall provide and install all necessary parts and materials to ensure that the exhaust removal system is not affected by the existing heating system in the apparatus bay, nor is the heating system affected by the installation of the exhaust removal system. 18. Following installation, vendor shall test the operation of the exhaust removal system with each apparatus. 19. Vendor shall provide training to fire district personnel on the proper operation and routine maintenance of the exhaust removal system. 20. Following the completion of the installation, vendor shall remove from the site and properly dispose of all trash or waste materials. 21. Before work commences, vendor shall provide documentation of general liability insurance, and workman's compensation insurance covering their business and their employees. 22. Vendor shall be responsible for obtaining any required permits before work commences. 23. Vendor shall provide details of the warranty offered on the system. 24. Service after the sale is important. Bids will only be accepted from companies that have a local service center with inventory of spare parts and a factory certified and trained service technicians to perform required service maintenance within a 250 miles radius of Neosho, MO. Include with RFP the address of the local service center with phone number and contact information. 25. Vendor shall insure the highest possible workmanship to provide the Neosho Fire Department with the best possible performance of the vehicle exhaust system. 26. Proposals will only be accepted from companies that have an established reputation in the vehicle exhaust business of system design, turn-key installation, and long-term service of automatic emergency response vehicle removal systems for a minimum of no less than 20 years. 27. Companies proposing a system should show proof that the specified system in this RFP has been field tested and proven by supplying a list of references with no less than 50 fire stations of the system being proposed and installed by the Proposer. Include the RFP with Contact names and phone numbers. The City of Neosho reserves the right to reject any and all bids for this project. Bids will be evaluated on compliance with these specifications, overall cost, warranty offered, and total value to the Neosho Fire Department.
