Site work and paving for a mixed-use development in Newark, Delaware. Completed plans call for site work for a sidewalk / parking lot; for paving for a sidewalk / parking lot; and water / sewer project.

Public notice is hereby given that sealed bids for the following prime contracts will be received for the construction of New Castle County Vocational Technical School District Hodgson Vo-Tech High School Sitework and Utilities located in Wilmington, Delaware. Bidder bears the risk of late delivery. Any bids received after the stated time will be returned unopened. Contract B-01: Demolition Above Grade/Removal Contract B-02: Sitework & Utilities Contract B-03: Flagger Entrance Protection This project is a pilot project authorized by SB 160, Section 34, in which seven percent (7%) of the contractors for the project are DBEs. Non-DBE contractors may achieve the seven percent (7%) by hiring DBE firms as subcontractors or having their subcontractors hire DBE firms. All DBE firms must be registered with either the Delaware Department of Transportation or the Delaware Office of Supplier Diversity. A bid security in the amount of ten percent (10%) of the bid, plus a consent of surety must accompany each bid. Bid Security shall specify the Owner as the obligee. Owner: New Castle County Vo-Tech School District, 1417 Newport Road, Wilmington, DE 19804. The percentage requirement and the registration requirements will remain in place for the length of the project. The selected project, New Castle County Vocational Technical School Districts Hodgson Vo-Tech, includes a cooperative program in which students from Vocational Technical schools will work on the project in compliance with 19 Del. C. ch. 5. Bids will be evaluated based on a best value process that is described in the Instruction to Bidders. All bid questions must be submitted by Monday, August 7, 2023. Conformance to the Delaware Architectural Accessibility Act and the standards of the Architectural Accessibility Board is required on the Project. Prevailing Wage Rates: Prevailing Wage Rates, as directed by Delaware Law, must be adhered to where applicable. Davis-Bacon Act wages, in accordance with Subchapter IV of Chapter 31 of Title 40USC, must be adhered to. Contractors must pay the higher of the two rates. Drug Testing Requirements: Pursuant to the Office of Management and Budget (OMB) 4104 Regulations for the Drug Testing of Contractor and Subcontractor Employees Working on Large Public Works Projects required that Contractors and Subcontractors who work on Large Public Works Contracts funded all or in part with public funds implement a Mandatory Drug Testing Program Craft Training for Public Works Procurement: In accordance with Delaware Code, Title 29, Chapter 69, Section 6962, requires: A public works contract must include a requirement that the contractor provide craft training for journeyman and apprentice levels if all of the following apply: A. The project requires prevailing wages and, B. The contractor or subcontractor employs 10 or more people and, C. It is not a federal highway project The craft training may be provided by any of the following: A. The contractor, or B. The subcontractor, or C. A program registered pursuant under Section 1101-4.0 of Title 19 of the Delaware Administrative Code. Subsection 6902 defines Craft Training as an apprenticeship program approved by and registered with any state apprenticeship agency or the United States Department of Labor. The Secretary of the Department of Labor shall maintain a list of crafts for which there are approved and registered training programs. Bidders will not be subject to discrimination on the basis of race, creed, color, sex, sexual orientation, gender identity or national origin in consideration of this award, and Minority Business Enterprises, Disadvantaged Business Enterprises, Women-Owned Business Enterprises and Veteran-Owned Business Enterprises will be afforded full opportunity to submit bids on this contract. Each bid must be accompanied by a bid security equivalent to ten percent of the bid amount and all additive alternates. The successful bidder must post a performance bond and payment bond in a sum equal to 100 percent of the contract price upon execution of the contract. The Owner reserves the right to reject any or all bids and to waive any informalities therein. The Owner may extend the time and place for the opening of the bids from that described in the advertisement, with not less than two calendar days notice by certified delivery, facsimile machine, or other electronic means to those bidders receiving plans.
