1. Introduction. The USDA Forest Service, Coconino National Forest in Arizona has a requirement Snafu Pit Crush and Stockpile. The Snafu is a new pit located on the Mogollon Rim Ranger District. This project will include mobilization, surveying, clearing and grubbing, drilling, material extraction through blasting or excavation, sampling and testing, stockpile surveying for quality control and crushing and stockpiling of an aggregate material in accordance with the plans and specifications. Payment for contract work will be made only for and under those pay items included in the Schedule of Items. All other work and materials will be considered as incidental to and included in the payment for items shown. 2. Type of Award. As a result of this solicitation, the Government anticipates awarding a Firm Fixed-Price Construction Contract using FAR 15 Request for Proposal (RFP) Best Value format. This is a 100% Small Business Set Aside to NAICS code 237310 (SBA Size: $45M) is the maximum size standard to qualify as small business. PSC code Y1LB. In order to be eligible for award of a federal contract, potential vendors, at time of award, need to have an active registration in the System for Award Management (SAM) at https://sam.gov/content/home. 3. Basis for Award. Best Value-Tradeoffs - See Section M 4. How to submit your offer. Submit RFP in accordance with Section L. In a separate document, submit all the information requested in Section M as your technical proposal. Requests for Information shall be submitted via email to richard.ortega@usda.gov no later than five (5) calendar days prior to the close of the solicitation. Responses to the solicitation shall be sent only to the Contracting Specialist. Proposal packages should be sent by email and should contain the Solicitation Number in the subject line of the email. Will meet at the Lodge and carvan to the project site (approx. 5 min drive)
