Site work for a military facility in Enid, Oklahoma. Completed plans call for site work for a military facility.

Description: ASRC, Artic Slope regional Corporation Federal Field Services, LTC (ASRC) under the BOS contract FA3029-23-C-0001 is contemplating the issue of solicitation for the Work/Project as defined by the Contract Documents and consists of the following: Corrosion Control F47 and its Statement of Work Rev.1 Notice to Offeror(s)/Supplier(s): Any award will result in a contract between ASRC and selected contractor. There will be no privity of contract between selected contractor and the US Government. No award will be made under this solicitation until Funds are available by issuance of funds against ASRC's BOS contract. ASRC reserves the right to cancel this solicitation, either before or after the closing date for receipt of proposals. In the event ASRC cancels this solicitation, ASRC has no obligation to reimburse an offeror for any costs incurred. Qualifications: The lowest responsible bidder is the contractor whose bid was in substantial conformity to the Specifications and Plans and who have satisfactory previous experience in the types of work contained in this solicitation and have a successful track record performing the types of work contained in the project. The dollar amount is only one factor in determining the lowest responsible bidder. Award: ASRC will execute the contract to the selected bidder based on the criteria in the solicitation and upon receiving funding for the project. In the absence of funding no contract will result. Contractors must be aware the project is at Vance AFB and must adhere to all Base access regulations. Commercial inspections are mandatory with each entry to the facility. There shall be no legal liability on the part of the Government or ASRC should funding not be provided. Bid Evaluation: ASRC Federal will consider a bidder's experience, reputation for satisfactory work, reference checks, financial, technical competence, SAM check, Past Performances, and any other criteria stated in the solicitation. All bid proposals must be good for 90- days. NO BIDS will be accepted after proposal date and time. Site visit: May 9, 2024 @ 1:00 pm. Please notify Shari Lamunyon by email at least 24 hrs in advance of scheduled date and time. RFI's will be due May 16, 2024 by the end of the day. All RFI's must be submitted with the Q&A form attached and submitted to Shari Lamunyon @ shari.lamunyon.ctr@us.af.mil Questions will be answered via an ADDENDUM to this solicitation shortly thereafter. Please review all documents attached, these documents are required to be completed and attached with your bid proposals. The Contractor shall furnish all supervision, labor, equipment, consumable materials, supplies, tools and other items to complete the construction as listed in the scope of work. All quotes shall include all shipping charges for completion of the project. The contractor will coordinate all work with ASRC Federal Field Services (AFFS) Construction Management prior to execution. The list of items below are to be considered the general scope of work for the project. B. Aboveground fuel storage tank, piping, and equipment to be repainted. Additional details are described below: 1. Existing corrosion and paint chips to be removed and contained. a. Recommended method for removal: Remove paint chips by hand scraping or an approved alternative method. b. Recommended method for containment: High Efficiency Particulate Air Filter (HEPA) vacuum or an approved equivalent. Refer to Section 1.09.C. for methods of disposal. 2. Tank, piping, ladder, and equipment to be recoated. a. Surfaces to be prepped to the standard specified by the coating manufacturer and shall be managed IAW the standards prescribed in Section 1.09.C. b. Tank, piping, and equipment coating to be a white, inorganic, zinc-rich primer. c. Surface area of tank, piping, and equipment included is approximately 650 square feet. d. Coating application to conform to manufacturer specifications 3. Tank identification markings to be repainted. a. Lettering to be a white paint and have a black background. White paint to be White Gloss No. 17875. Black paint to be Black No. 17038. Paints to be compatible with all other coatings. Tank letter size to be 6". b. Tank lettering on all sides to read "JET FUEL JET A". 4. Tank and piping to have identification markings painted. a. Tank to have 3 bands. Bands to be 3" in width with 3" of spacing in between. Bands to encircle tank. b. Piping to have 3 bands. Bands to be 3" in width with 3" of spacing in between. Bands to encircle piping. c. Arrows to be painted to indicate direction of normal flow in pipes. d. Paint color for bands and arrows to be Yellow No. 13655. Paint to be compatible with other coatings. e. "Jet Fuel Jet A" to be painted on the piping system. Pipe letter size to be 3/4". See Appendix A for more details. 5. Provide a hazard placard per NFPA 704 on the northwest side of the tank. 6. Provide inventory of tools, equipment, and other items on Contractor's vehicles and equipment to comply with the flight and safety ground procedures. Contractor to check inventory daily, before and after work, to ensure that no tools, equipment, or any other items remain on the apron at the end of the workday. 7. Provide temporary protection barricades around the perimeter of construction site. a. Type: Low Profile Airport Barricade 1. Dimensions: 8 feet long by 10-inches height 2. Barricade shall be orange in color, include retro-reflective sheeting and round 360-degree red solar LED lights. 3. Barricade shall be compliant with FAA Advisory Circular No. 150/5370-2F. 8. Monitor, clean, and prevent Foreign Object Debris (FOD) from propagating on the apron every day. Contractor to use a sweeper truck to complete this task, and any other means necessary to control/prevent FOD. : Between $25,000 and $100,000 *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. Location of work to be accomplished under this statement of work is at Vance Air Force Base (AFB). Vance AFB is located three miles south of the city of Enid, Oklahoma.
