Bid packages are available in the Procurement Office or from the City's website BID SECURITY. Bids shall be accompanied by a bid guarantee with not less than five percent (5%) of the amount of the bid, and may be certified check or a cashier's check or a Bid Bond made payable to the City of Petersburg. Such Bid Bond or check shall be submitted with the understanding that it shall guarantee that the bidder will not withdraw his bid during the period of sixty (60) days following the two hours subsequent to the opening of bids, and subject to the terms and conditions of Paragraph 2.10, that if the bid is accepted he will enter into formal contract with the City of Petersburg in accordance with the form of agreement included as a part of the Contract Documents, and that the Standard Performance Bond and Certificate of Insurance will be given; and that in the event of the failure to enter into said contract and give said Bond and Certificate of Insurance within ten (10) days after he has received notice of acceptance of his bid, the bidder shall be liable to the City of Petersburg for the full amount of the bid guarantee as representing the damage to the City of Petersburg of the default of the bidder in any particular thereof. The Bid Bonds and checks shall be returned to all except the three lowest bidders after the formal opening of bids. The remaining Bid Bonds and checks will be returned to the three lowest bidders after the City of Petersburg and the accepted bidder have executed the Contract, and Standard Performance Bond and Certificate of Insurance have been approved by the City of Petersburg. If the required contract has not been executed within sixty (60) days after the date of the opening of bids, or any extension agreed to in writing by both parties, then bond or check of any bidder will be returned upon request, provided he has not been notified of the acceptance of his bid prior to the date of such request. No plea of mistake in the bid shall be available to the bidder for the recovering of his bid security or as a defense to any action based upon the neglect or refusal to execute a contract except as provided in Paragraph 2.10. 2.8.1 A Bid Bond will be accepted only if executed on the official form furnished by the City of Petersburg. Any bid accompanied by a bond executed on a copy, duplicate or facsimile will be rejected. I. PURPOSE The intent and purpose of this Invitation for Bid is to accept bids for construction of the South Crater Road Traffic Signal Improvements Project (UPC 101039) located in Petersburg, Virginia, in accordance with the Scope of Work, Project Manual Spcifications, Construction Documents, General Conditions of the Contract and Drawings. II. BACKGROUND & GENERAL INFORMATION The City of Petersburg is an independent City Government within the Commonwealth of Virginia. The City has over 23 square miles that are within the City's jurisdiction. General background information, regarding the City of Petersburg can be found on the City's website The City of Petersburg Department of Public Works and Utilities, in cooperation with the Virginia Department of Transportation (VDOT) and the Tri-Cities Area Metropolitan Planning Organization (TCAMPO), has identified the need to improve signal operations, reduce delays experienced by vehicles and pedestrians, mitigate congestion, improve travel times, and improve overall safety along South Crater Road in the City of Petersburg. This project consists of traffic signal improvements at the following six locations: . South Crater Road and Flank Road . South Crater Road and Wagner Road . South Crater Road and Crater Circle . South Crater Road and Medical Park Boulevard . South Crater Road and Walmart Entrance . South Crater Road and Rives Road The prospective bidders and associated subcontractors are encouraged to visit the project locations prior to submitting a bid for the project. The project will be referenced by the description provided below: SOUTH CRATER ROAD TRAFFIC SIGNAL IMPROVEMENTS PROJECT State Project: 0301-123-259, P101, R201, 3501, UPC 101039 Federal Project No: CMAQ-5A27(096), CM-5A27(740) All work shall be performed in accordance to City of Petersburg and Virginia Department of Transportation (VDOT) standards and specifications, most recent edition. No additional payment will be made for demobilization and remobilization because of shutdowns, suspensions of work, work moratoriums, or other mobilization activities. The construction site shall be restored in compliance with City Standards. This shall include, but is not limited to, pavement restoration, removing any steel plates, and vacating the construction site and surrounding area (workers and equipment). The restored site shall not interfere with the flow of traffic or pedestrian movements in any way. The contract award shall be made to the bidder who submits the lowest responsive, responsible total unit price bid. The City reserves the right to perform all, part, or none of the work. The Unit Price Bid Sheet Price Schedule is provided on a Microsoft Excel document. Bidders shall complete the Price Schedule electronically, print off, and submit with the Bid Form in lieu of a handwritten Price Schedule submission. SCOPE OF WORK This project consists of traffic signal improvements at six signalized intersections along South Crater Road within the City of Petersburg. This project provides for general contracting services that include, but are not limited to upgrading traffic signals, installing traffic signal poles and mast arms, conduits, junction boxes, communications equipment, traffic signal heads, pedestrian signal heads, detection, signage, sidewalk, ADA-compliant curb ramps, pavement markings, and other signal and pedestrian improvements.
