St. Charles County, Missouri, is hereby issuing this Request for Proposal (RFP) to identify and contract with a qualified firm to install an IPTV solution for concourse and lobby TVs as well as TV replacements in various arena locations. This review will assist the County in selecting one firm through this RFP. The County is seeking and inviting proposals from firms that are qualified, able, and willing to provide the services described herein to St. Charles County, Missouri ("County"). Any question received after this deadline may not be answered The IPTV system must be able to receive an HD-SDI input from existing Ross Ultrix router. Onsite installation of IPTV solution and TVs should begin in late 2023 (arena booking calendar dependent) with the entire project completed and commissioned late 2023/early 2024. Work dates are flexible as work will need to be performed around arena events. Planning and other preinstallation work may begin immediately following a contract being awarded. A. System Requirements and Features: 1. Replace existing concourse ad displays with hanging TVs from concourse ceiling. New TVs provided signal via proposed IPTV solution. a) 8 TVs at least 75" in 4 locations around main concourse o Mounted back-to-back in 4 locations o Mounts to be supplied by successful bidder o Existing electrical will need to be modified to accommodate new TVs o Mounts hung from ceiling b) 2 TVs at least 55" on event level (main lobby) by Gates 1 and 2 c) 1 TV at least 55" near section 120 at the Pearl Bar d) All 11 displays will show the same IPTV content (mirrored) e) A total of 17 TVs at 55" are needed mounted in various locations around the arena but are not to be on the IPTV system, just coax input from Spectrum. No IPTV signal or control needed for these locations. o 4 locker rooms o 1 green room o 1 trainer office o 1 conference room o 6 club o 1 cash room o 1 production nest (table-top, not mounted) o +2 spare TVs 2. All TVs on the IPTV system should be able to display a customizable L-Bar wrap. Depending on the arena event, the L-Bar may display Daktronics scoring information, upcoming events, advertising, guest relations information, etc. a) An IPTV server may be needed b) The ability to save and recall presets is needed (sporting events, concerts, graduations, etc) 3. Arena video system is currently 720p, 59.94 but proposals should be able to accommodate 1080p for future upgrades 4. 2x2 video wall with 55" TVs at vom between sections 101/121 a) This display should have 2 modes to switch between as needed per event: o 1 image/signal spread across all 4 TVs o 4 discrete images/signals on each TV b) Mount(s) to be supplied by successful bidder c) All electrical needs/modifications are the responsibility of the offeror 5. Ability for IPTV displays to also carry audio for additional concourse coverage preferred 6. Ability for IPTV displays to display closed captioning is needed 7. Ability for IPTV displays to have remote power control is needed 8. Include Adder Infinity KVM transmitters for all additional PCs needed to control proposed server (if any) 9. Proposals must include design templates for L-Bar wraps and design training for end users 10. Total RFP pricing should be all-inclusive including freight, install, demolition and disposal of existing displays, training, etc. 11. Successful offeror is responsible for pricing/supplying lifts 12. Work hours inside The Family Arena are flexible, must work around booking calendar 13. Any outsourcing of control room cabling/commissioning to 3 rd party should be cleared with Video Production Manager ahead of time 14. Any rack mounted equipment (servers, switches, KVM, etc.) must be on a networked UPS battery backup system supplied by successful offeror
