The scope of work of the contractor will include: o Conducting surveys to determine the location of land boundaries, property lines, annexation feasibilities, confirming land measurements, and other features. o Preparing maps, plats, and other documents that depict the results of surveys. o Providing expert opinions, testimonies, and legal descriptions involving land surveys. o Ensuring that projects are built according to the plans and specifications, and that they meet all quality standards. o Valuating the potential environmental impacts of projects, and developing mitigation plans to minimize those impacts. o Providing engineering cost estimates associated with acquiring, developing, or managing real estate assets. o Ensuring that projects meet all applicable codes and standards. o Designing, planning, and supervising the construction of engineering projects. o Providing expert advice on engineering matters including assessing the feasibility of projects, providing structural analysis, identifying potential risks, and ensuring that projects comply with all applicable regulations. o Preparing reports and specifications for engineering projects. The City of Dayton Department of Planning, Neighborhoods, and Development is soliciting bids from highly experienced individuals or companies who can provide engineering and surveying consulting services for real estate development projects, for the period from 2024 to 2026. As the need arises, services will be requested on an as-needed basis in connection with future development projects. There is no guarantee as to the amount or type of engineering work that may be requested. Projects may include, but are not limited to, technical consulting, surveying, legal description preparation, record plan drawings, and other field work that may arise. Proposals submitted in response to this RFP must reflect the vendor's understanding of, and commitment to perform this Scope of Project. The contractor will be responsible for the deliverables as described below in the Scope of Project, Sections 2.03 to 2.06, including all preparatory and intervening steps, regardless of whether the Department of Planning, Neighborhoods & Development (PND) has specified or delineated them in this RFP. The PND will review applications from vendors that demonstrate the ability to carry out the Scope of Project. Dayton is a medium-size urban city of approximately 55 square miles and 140,000 residents. Dayton has a wide variety of neighborhoods including the downtown central business district, residential areas, industrial areas, rural areas, and the area around the Dayton International Airport. The Department will be requesting services as needs arise to facilitate new construction projects, adaptive reuse projects, acquisition or disposition of land, and other real estate matters throughout the city. Some situations may require a rapid turnaround for services, while other situations may require longer lead times The City reserves the right to reject any and all proposals, to waive any irregularities in a proposal, or to accept the proposal(s) which in the judgment of proper officials, is in the best interest of the City. The City reserves the right to accept a part or parts of a proposal unless otherwise restricted in the RFP or issue subsequent RFPs. The City reserves the right to approve or reject any sub-Contractors proposed for work under this proposal or waive any minor irregularities The City reserves the right to select the successful vendor once all proposals are received, without seeking further information for clarification from proposers. Upon review of proposals, the City may designate the most qualified proposals as finalists. These finalists may be invited to make oral presentations and participate in a question and answer session with the City.
