The Complexity Factor for this project is 0. This project requires 20% DBE participation, or if the contract goal is not met, documented evidence of good faith efforts. Phase I/II engineering services are required for an engineering Program Management team. The Consultant Team will supplement current District Four Program Development staff in order to coordinate and manage projects and perform other duties necessary to deliver the districts multiyear program. This work may include performing the roles of key staff such as Project Engineers, Project Support Engineer, Agreements Technician, Railroad Technician, and Computer Aided Design and Drafting (CADD) Manager. The Consultant Team may be asked to fill additional roles within the Bureau of Program Development as the need arises. Work may involve coordination of project development tasks utilizing current IDOT staff as well as consultants. Management may include all facets of Phase I and Phase II engineering projects as assigned including: Project/Program Manager (1/2 full-time equivalent position): Assisting the District with identifying engineering needs, preparing advertisements for professional services, and management of Consultant contracts. Holding regular progress meetings and briefings for IDOT where details of project and progress are presented. Overseeing/supervising the Program Management Team and ensuring assigned work is carried out in an efficient manner. The Project/Program Manager will report to the District Program Development Engineer. Project Engineers (2 full-time equivalent positions): Developing project scopes, managing Consultant contracts, and monitoring scopes, schedules, and budgets assigned to both IDOT staff and consultants. • Identifying and implementing all necessary coordination and communication within and outside of the department to achieve project goals. • Facilitating and expediting the resolution of technical issues, drawing upon necessary resources within IDOT and within the Program Management Team. • Reviewing deliverables for compliance with departmental policies and providing QC/QA services where required. Project Support Engineer (1 full-time equivalent position), Agreements Technician/Engineer (1/2 full-time equivalent position), Railroad Technician/Engineer (1 full-time equivalent position): Administering the adjustment and/or relocation of utility facilities necessitated by proposed highway construction. Administering the railroad safety program to ensure timely accomplishment in accordance with established plans.
