Renovation of a municipal facility in Garrett Park, Maryland. Completed plans call for the renovation of a municipal facility.

Questions are due on Friday August 18th at 4:30 p.m. The property to be painting is Penn Place, located at 4600 Waverly Avenue, Garrett Park, MD 20896. Prospective bidders who have questions regarding this Request for Proposals should email their questions to Barbara.Matthews@garrettparkmd.gov. The closing time for submission of questions is 4:30 p.m. on Friday, August 18, 2023 In addition to the general provisions and workmanship requirements outlined in this Request for Proposals, the following specifications must also be met. A. Building Exterior Preparation 1. The Contractor shall wash all exterior wood and metal surfaces prior to scraping, sanding, or priming in accordance with best practices for historic preservation. 2. The Contractor shall clean and properly prepare all previously painted surfaces, windows, shutters, doors, railings, exterior decks, and sidings. 3. Exterior areas include all trim, soffit, fascia, columns, metal stairs, louvers, wood decks, stucco, beaded ceilings, metal railings, gutters (inside and out), and down spouts. 4. The Contractor shall sand and prime any exposed wood, metal, cement siding, stone, and aggregate cement walls. 5. Caulk shall be applied where needed. The Contractor shall fill nail holes and any gaps and minor cracks as required. B. Painting Standards 1. The Contractor shall use a high-quality exterior latex paint system as outlined below. The Contractor shall follow the manufacturer's printed instructions for applying the products. Copies of all manufacturers' safety data sheets for any potentially toxic materials used are to be available and retained at the site by the Contractor until project completion. Proper safety precautions as instructed by the manufacturer are to be followed. 2. Benjamin Moore "Aura" Exterior and Fresh Start Exterior is the specified type and quality of paint to be used on this project. No change in existing colors. Exact colors and sheen will be provided once the project start date has been determined. Two coats of finish are required. 3. A stain blocking alkyd base primer should be used on bare wood except for knots, which should be covered with an alcohol-based primer. 4. On all wood surfaces, remove all peeling, scaling, and old failing paint layers and caulking. "Feather" sand all remaining paint surfaces to minimize edges of existing paint layers and create a smooth surface transition. 5. Given the building's historic designation, removal of paint should be avoided unless essential, except for cleaning, light scraping of loose layers, and light hand sanding to feather between layers of old paint or between old paint and exposed wood. 6. If conditions warranting old paint removal are identified, the Contractor is expected to remove paint to the next sound layer using the gentlest means possible, then repaint. 7. Power tools, heat tools, and highly abrasive chemicals are inconsistent with best practices for historic preservation and must be specifically approved by the Town's designated representative prior to use on this project. 8. Use appropriate measures to collect all existing paint debris and appropriately dispose of any debris or materials considered as waste or materials at the end of each workday. C. Wood Repair/Replacement 1. Any exterior wood surface identified as so deteriorated that replacement is necessary must be marked for identification and brought to the attention of the Town's designated representative. 2. If repair of rotted wood is impossible, replacement pieces should be in accordance with best practices for historic preservation. Damaged or rotted wood should be replaced "in kind" with rot-resistant wood. The Contractor should consult with the Town of Garrett Park's representative to discuss the proposed repair or replacement approach before work is undertaken. 3. Use rust-resistant nails/screws when refastening existing loose wood. 4. Fill any nail or other holes, cracks, joints, or other penetrations on exterior surfaces
