Texas State University (University), in its designation as an emerging research university, seeks Texas-licensed engineering firms with expertise in Civil Engineering Services. This solicitation may result in an annual contract for Civil Engineering Services on new building construction, major renovation, infrastructure, and other miscellaneous projects on an as-needed basis. Services associated with this solicitation are not for a specific project or series of projects. It is anticipated that a contract will be issued to one or more engineering firms. Selected firms will be contracted to enter into an Indefinite Delivery/Indefinite Quantity (“IDIQ”) contract with the University for services on capital improvement, renovation, facility upgrades, and other infrastructure projects as needed. The contract will be known as an IDIQ contract, because the scope, number of projects, and tasks will be unknown at the time of contract execution. Firms may be assigned various projects as they may arise, based on the nature of the services required and the resources of the firm. Projects awarded under the IDIQ contract are most typically those with a short duration, as well as, those with expedited completion dates. The term of the IDIQ contract(s) awarded will extend through approximately October 31, 2024, with the possibility of three (3), one-year renewal periods. Once a project-specific agreement has been awarded, the contract will continue until the project has been completed, regardless of project duration. Feasibility studies and audits to determine compliance with various federal, state and local regulations; • Site studies and evaluations of existing facilities to include predesign data collection, evaluation and requirements determination; • Design services for new construction, alterations, and renovation projects include but not limited to: 1. Project evaluation; 2. Planning; 3. Handicapped accessibility; 4. Engineering services incidental to the project; and 5. Surveying. • Preparation of reports, preliminary documents, working drawings, specifications, and construction estimates; • Miscellaneous Engineering Design Services; • Management of Permit Approvals, Rezoning and Variance Requests; • Assist the University in obtaining all permits necessary for the construction of the project; • Coordinate and assist with bidding the project; • Construction Contract Administration and Site Inspection; • Perform construction phase administration to include periodic field visits to assess construction progress, responding to contractor requests for information, review of change orders, coordinating construction progress meetings with the contractor, preparing and distributing meeting minutes, Question Deadline 08/18/2023 at 12:00 PM CT. Anticipated Contract Execution Date October 31, 2023. The University reserves the right to accept or reject any or all Qualifications, waive any formalities, procedural requirements, or minor technical inconsistencies, and delete any requirement or specification from this RFQ or the Contract when deemed to be in the best interest of the University.
