General Project Specifications: The Department of Public Work'sTraffic Engineering Division is requesting bids for traffic signal and related equipment and installation services at various locations within the City of Suffolk. The work shall be in conformance with the latest editions of Manual of Uniform Traffic Control Devices (MUTCD), VDOT Road and Bridge Specifications, and VDOT Road and Bridge Standards. The intent of this Invitation for Bid (IFB) is to enter into an agreement with a qualified contractor to provide traffic signal construction services for the Department of Public Works Traffic Engineering Division. Services shall be provided on an as needed basis. Bidder shall submit the entire IFB as their bid package. Bids will not be accepted through EVA. Typically, the City installs/modifies two (2) to three (3) new traffic signals per year with jobs ranging from $5,000.00 to $250,000.00 per job; however, no amount, volume, or quantity of work is guaranteed. The City reserves the right to solicit additional competitive bids for projects exceeding $100,000.00 if the solicitation is considered to be in the best interest of the City. The project fees of any single project (for this contract) shall not exceed $250,000. The sum of all projects performed in one contract term shall not exceed $1 million. Any unused amounts from the first contract term shall not be carried forward to the succeeding term. All work shall be in accordance with all specifications, terms, and conditions herein. The contract shall begin November 1, 2023 and go through October 31, 2024. The City reserves the option to renew this agreement for two (2) additional one-year periods ending October 31, 2026. Unless notified in writing thirty (30) days prior to the expiration date, the contract will automatically renew during these periods. Initial rates and subsequent renewal rates must be guaranteed for a minimum of twelve (12) months. Any increase in rates shall be limited to the lesser of the Consumer Price Index for all Urban Consumers (CPI-U) - Other Goods and Services (unadjusted for the current 12 month period) or 3%. The City does not guarantee approval of any rate increase. The City must be notified of any rate increases during the contract period. A. Performance Bond A performance bond, satisfactory to the City, executed by a surety company authorized to do business in Virginia or otherwise secured in a manner satisfactory to the City, for the faithful performance of the contract in strict conformity with the plans, specifications and conditions of the contract. The bond shall be in an amount equal to 100% of the price specified by each project under the contract; and B. Payment Bond A payment bond, satisfactory to the City, executed by a surety company authorized to do business in Virginia or otherwise secured in a manner satisfactory to the City, for the protection of all persons supplying labor and material to the contractor or its subcontractors for the performance of the work provided for in the contract. Labor and materials shall include public utility services and reasonable rentals of equipment, but only for the periods when the equipment rented is actually used at the site. The bond shall be in an amount equal to 100% of the price specified in the contract. A prime contractor shall not be precluded from requiring each subcontractor to furnish a payment bond with surety thereon in an amount equal to 100% of the contract with such subcontractor.
