Furnishing and Paying for All Materials, Labor, Transportation, Tools, Equipment, Machinery and Services Necessary to Construct in Place Complete: Lihu'e WWTP UJC Injection Well Cleaning for the Department of Public Works, Wastewater Division, County of Kauai. Bidders are further notified of the requirements of Act 190, SLH 2011, SB 758, wherein the County of Kaua'i is required to utilize the Hawai'i Compliance Express (HCE) to obtain proof of compliance with tax, registration, and labor requirements prior to the issuance of an award. A summary of the pre-bid or pre-proposal conference shall be issued via addendum with sufficient time to consider the summary contents and any addendum generated thereof PROJECT LOCATION The Lihue Wastewater Treatment Plant (WWTP) is located in Lihue, Hawaii at 3190 Ninini Point Road. The well site is the Carriage House parcel, located adjacent to the Lihue WWTP at 3186 Ninini Point Road. 2.0 SITE ACCESS Access to the Lihue WWTP shall be through an access gate off Ninini Point Road. Access to the WWTP shall be from 7:00 AM to 2:00 PM from April 4, 2023 to October 2, 2023 and 7:30 AM to 2:30 PM from October 3, 2023 to April 2, 2024. Access to the Carriage House parcel shall be through a separate access gate off Ninini Point Road. Any questions regarding the solicitation shall require submission of a question via PPS for clarification no later than ten (10) calendar days prior to the date fixed for opening, unless otherwise noted pursuant to the requirements of the solicitation. This is a County Project funded by the County of Kaua'i Contractors interested in accessing and responding to Invitation For Bid (IFB) Document No. 3888, assigned by the Division of Purchasing must be registered as a Public Purchase Vendor, Hawaii Region, and Kauai County Agency. Lihue UIC Injection Well Cleaning The Lihue WWTP utilizes an injection well system to dispose of secondary treated wastewater effluent. Disposal of wastewater into the injection wells is regulated by the Hawaii State Department of Health, Clean Water Branch (DOH) under the Underground Injection Control (UIC) program. Findings from annual UIC evaluations over the past several years show that the six off-site injection wells located on the Carriage House parcel have been experiencing a gradual decrease in capacity performance and measured depth. The purpose of this project is to inspect, clean, and rehabilitate the off-site injection wells to restore their performance and well depths. Bid is set up with two wells identified for the base bid and up to four (4) separate additive alternate options for additional wells.
