The Municipality of West Perth was incorporated in 1998 with the amalgamation of the former Townships of Logan, Hibbert, and Fullarton and the Town of Mitchell. With a population of approximately 9,000, the community features a strong agriculture sector with significant contributions from other sectors including manufacturing and services. The Municipality of West Perth requires the services of a qualified and competent Consulting Firm to undertake the completion of a new Parks and Recreation Master Plan (the "Master Plan") that will allow the Municipality to strategically manage the direction of parks and recreation services until 2033. A previous Master Plan was completed in 2016, but the Municipality is looking for a new plan to be completed, however, aspects of the 2016 plan should be considered. This proposal is also to consider park inventory and trail connectivity/extensions and associated cycling infrastructure. The Municipality of West Perth requires the services of a qualified and competent Consulting Firm to undertake the completion of a new Parks and Recreation Master Plan (the "Master Plan") that will allow the Municipality to strategically manage the direction of parks and recreation services until 2033. This proposal is also to consider trail connectivity/extensions and associated cycling infrastructure. This RFP envisions the Master Plan will be used as a policy document to assist in determining parks and recreation requirements for the Municipality that, in conjunction with the Municipality's Strategic Plan, will inform future investment and development. The Municipality is seeking an innovative approach to parks and recreation planning that will be demand-driven and will strategically integrate the Municipality's mandate concerning parks, recreation, and leisure, while at the same time ensuring the priorities and implementation directions are fiscally appropriate for the Municipality. A consistent recommendation from the 2016 Master Plan was the expansion and promotion of the Municipality's Parks, playgrounds, and trail system. This Master Plan shall examine existing options for trail expansion with a focus on connectivity and the provision of cycling opportunities. The Master Plan study will also consider long term Capital planning for the Recreation and Parks Department (i.e. West Perth Community Centre and Arena).
