Site work and renovation of a mixed-use development in Lowell, Massachusetts. Conceptual plans call for site work for a playground / park / athletic field; and for the renovation of a playground / park / athletic field.

The City of Lowell (City) is seeking a qualified design consultant (Consultant) to work with City staff to develop design, construction, and maintenance documents for capital improvement projects to park facilities at O Donnell Park, North Common, Father Maguire Park, and Hadley Park. These projects represent four of the eight open space impact projects the City s Department of Planning and Development (DPD) is implementing O'Donnell Park is a 15.29 acre park featuring a splash pad, 3 basketball courts, 3 tennis courts, a playground, and a senior league baseball field. Planned improvements include upgrading the tennis courts and replacing 2 of the 3 tennis courts with pickleball and handball courts, upgrading the basketball courts, upgrading the playground to be universally accessible, installing an outdoor classroom, improving site wayfinding and signage, upgrading site furnishings including picnic tables, benches, trash cans, bike racks, and signage, and improving the landscaping and tree cover. North Common is a 7.69 acre park featuring a state-run public pool, 2 basketball courts, 2 handball courts, a softball field, 2 playgrounds, a community garden, a volleyball courts, and an amphitheater with stage. Planned improvements include renovating the existing restroom building and adding concessions, converting the softball field to little league, upgrading the older playground equipment, replacing the mulch playground surfaces with poured-in-place rubber, upgrading the amphitheater to resolve drainage issues, upgrading site furnishings including picnic tables, benches, trash cans, bike racks, and signage, and improving the landscaping and tree cover. Father Maguire Park is a 4.59 acre park featuring 2 playgrounds, 2 tennis courts, a softball field, 3 basketball courts, a volleyball court, and a small community garden. Planned improvements include upgrading the tennis courts and converting 1 tennis court into pickleball courts, upgrading the older playground equipment, replacing the mulch playground surfaces with poured-in-place rubber, upgrading the basketball courts and adding one new court, and upgrading site furnishings including picnic tables, benches, trash cans, bike racks, and signage. Hadley Park is a 5.88 acre park featuring a playground, a skate park, a basketball court, and a senior league baseball field. Planned improvements include replacing the mulch playground surface with poured-in-place rubber. Locations The official address of O'Donnell Park is 1170 Gorham Street in Lowell's Sacred Heart neighborhood. O'Donnell Park is sandwiched between the railroad tracks to the east and Saint Patric Cemetery to the west with residential neighborhoods south and north of the park, and a mixed use corridor along Gorham Street. O'Donnell Park is the grounds of the Shaughnessey Elementary School and Butler Middle School. O'Donnell Park is located in census tract 3122 which is a Massachusetts-designated environmental justice area meeting the criteria for minority population. o 60.2% of the population in this census tract is a minority. o 11.8% of households in this census tract experience English isolation. The most common language spoken in tract 3122 is Spanish or Spanish Creole. Other languages commonly spoken in Sacred Heart include Khmer, Portuguese, Spanish, and Swahili. o The median household income (MHHI) in this census tract is $56,647 which is 91% of the Lowell MHHI and 67.1% of the Massachusetts MHHI. A certified check made payable to the City of Lowell in the amount of 0% must accompany this bid. Bid bonds are acceptable. A performance bond in the amount of 0% of the total dollar award is required prior to contract execution. A payment bond in the amount of 0% of the total dollar award is required prior to contract execution The Contractor shall secure at his own expense all permits and licenses, pay all necessary charges and provide all notices that are due in connection with the lawful prosecution of the work.
