Renovation of a mixed-use development in Barrington, New Hampshire. Completed plans call for the renovation of a library.
**As of November 03, 2023, project is awarded to Generator Connection, the low bid at $188,050, using the $74,500 FEMA grant and $113,550 from the Towns ARPA allotment** The Town of Barrington, NH (the Town) is requesting proposals for the supply and installation (including required site work) of two (2) emergency backup generators with automatic transfer switches. One system will replace a generator at the Public Safety Building (774 Franklin Pierce Highway); the replacement generator will serve the whole building and add an automatic transfer switch. The second system will serve the Town's emergency communications Tower and adjacent building (105 Ramsdell Lane) which houses the Library, Recreation Department, and Food Pantry. The Town of Barrington reserves the right to reject any and all proposals and/or to limit the project to a portion, based on the availability of funds and/or as deemed in the best interest of the Town. Any questions regarding this RFP may be addressed to Jim Andersen. jandersen@barrington.nh.gov The deadline for questions shall be September 13, 2023. All questions received and their corresponding responses will be issued as an addendum to this RFP on the Town's website on or before September 14, 2023. Prospective firms shall be solely responsible for obtaining all questions and answers related to this RFP. 1. Public Safety Building Generator - Supply, fabricate, deliver, and install a new Emergency Backup Generator inclusive of all electrical work, associated equipment, and permits (fee will be waived) to provide automatic backup power, which will enable the Public Safety Building (774 Franklin Pierce Highway) to operate at full capacity. Proposal shall include the unit, accessories, supplies, installation, all electrical work, and all other necessary items for system to be fully operational after completion of work. Further, the installation will be inspected by the Town as required under the permitting process. Scope expected to include (but may not be limited to) the following: a. Uninstall and dispose of existing Stamford-Newage diesel generator (rated at 46.5kW, 208V, 3-Phase output) and related equipment. b. Provide one (1) new 100kW/125kVA, 208V, 3-Phase, 60Hz generator with one 400A output circuit breaker. The generator shall be provided within a skin-tight sound-attenuated weather-proof enclosure. i. Provide delivery, off-loading, crane and rigging to set new Generator. c. Provide concrete equipment pad suitable for generator enclosure size and generator weight. i. Includes site work for Generator Pad, trenching, backfill and finish grade. d. Provide fuel and fuel connections. e. Remove existing manual transfer switch and provide new Automatic Transfer Switch (ATS) rated at 400A, 208V, 3-Pole. f. The existing feeders serving panelboards via the manual transfer switch shall be intercepted and routed thru a new wireway to facilitate the installation of the new ATS. The wireway shall be provided with a collector bus splice sized to accommodate the existing feeder conductors up to #600kcmil. g. The generator output feeder circuitry, generator accessory conductors/cables, generator start circuit, and generator annunciator wiring shall be routed underground via new trench. The generator annunciator shall be located at a constantly attended location within the building. Generator output feeder shall be routed to new "TripleSwitch" 3-Way Manual Transfer Switch located at building exterior (NEMA 3R). i. Provide one (1) Generator Annunciator Panel with associated conduits and wiring. Location for this unit to be confirmed by owner. h. Provide any post installation details to include but not limited to finish sheetrock, fire stopping or other finishing details that would complete the necessary code obligations. Customer will provide cosmetic finish (paint). i. The firm shall maintain a clean and safe job site. At the conclusion of the work, it will be the firm's responsibility to clean and remove all waste, rubbish and other debris created by the work and leave the work site in a manner acceptable to the Town. j. Provide technician for required start-up, testing, commissioning, and owner training. i. Provide operations and maintenance manuals. k. Warranty on all parts and labor. i. This unit requires a five (5) year extended warranty. The start date of the warranty shall be upon completion of testing. l. The Contractor shall submit in writing any additional work that the contractor feels should be included and what the total cost will be for each additional item. All requests for additional work shall require approval by the Town Administrator before work is done. 2.
