This solicitation from the United States Coast Guard is to obtain professional industrial hygiene assistance to conduct asbestos and lead exposure assessments on the United States Coast Guard (USCG) inland buoy river/construction (IBCT) tender and barge fleet biennially, which includes forty-six (46) afloat platforms comprised by the WLIC, WLI, WLR, and WYTL fleets. The Contractor will visit Twenty-three (23) cutters each year. The Contractor shall conduct exposure assessments lasting a maximum of four days. This includes a mandatory minimum of eight hours of personal exposure monitoring during underway operations. The following objectives will be accomplished by the Contractor during each cutter visit (1) complete an administrative audit of the unit's Asbestos and Lead Hazard Management programs and plans in accordance with federal and USCG policy; (2) review and reconciliation of unit asbestos and lead inventory with historical and current Surface Forces Logistics Center (SFLC) abatement records and on-site condition assessments; (3) complete a condition assessment of all accessible asbestos-containing materials (ACM), presumed asbestos-containing materials (PACM) and lead-containing materials (LCM) (without removing interferences) and characterize the material condition. If ACM/PACM material is damaged, deteriorated or failing, the contractor will collect bulk samples of each material to determine presence or absence of asbestos in accordance with industry standards and regulations; (4) collect personal breathing zone asbestos and lead air samples while underway during normal operations; (5) collect clearance air samples for asbestos and area air samples for lead, and (6) provide asbestos and lead hazardous awareness training for the cutter crew complimented by on-the-job training for the designated unit Asbestos Program Manager. Vendors may submit questions or concerns regarding any aspect of this RFP via email by 2:00 PM Eastern Time (ET), on Thursday, August 17, 2023, to the Contracting Officer. The Government will answer the questions via an RFP Amendment
