Included in this RFP is a general map, summary of failing pipes, proximity to mapped Federal Emergency Management Floodplains and rough budget information. All improvements shall comply with the City of Shawnee standards as outlined in the Shawnee Design and Construction Manual and appropriate City policies. All improvements shall also follow the Johnson County Stormwater Management Program requirements for design and review which include the American Public Works Association (APWA) Standard Specifications and Design Criteria. We require that both up and down stream water flows directly related to the storm drainage system, being reviewed, be analyzed using the above standards and criteria. The City of Shawnee, Kansas, Public Works Department is requesting design consultants to submit up to seven (7) separate proposals. The proposals shall be for Johnson County Stormwater Management Program (SMP) eligible Corrugated Metal Pipe (CMP) replacement projects. The proposals will provide engineering design, bidding and construction services for the 2024 CMP replacement projects. The 2024 SWU Pipe Repair projects are improvement projects where existing corrugated metal pipes (CMP) are in failure and replacements or rehabilitation will be fully funded by the City of Shawnee. The City would like to have the seven (7) projects surveyed, evaluated, hydraulic analysis, correction designs and bid documents completed by early spring 2024. It is anticipated that six (6) projects will be awarded no later than March 2024 for construction. The seventh project at the Johnson County Mid America Sports Complex would start after the 2024 Labor Day weekend to allow for completion of planned sports seasons. An attempt to anticipate the extent and cost of each correction has been made for budgeting purposes. A schematic of each area showing the problem area has been included for your information. The City is looking to the consultant to survey, inspect, complete hydraulic calculations and determine solutions to noted problems. The consultant shall design and prepare construction documents for bidding purposes. The city intends to award up to seven design contracts and bidding packages for these large repair locations. Upon award of the engineering service agreement(s), staff will give the consultants access to existing or historic video inspection or photographic inspection files of the failed pipes. Limited surveying sufficient to tie into the existing stormwater systems and complete restoration are required. A copy of the draft contract for consultant services is attached for your information.
