Summary Balsz Elementary School District, #31 is issuing this RFQ seeking Qualifications for Job Order Contracting for Plumbing Services for Balsz Elementary School District, on an as-needed basis, for a broad range of diagnostic assessment, rebuilding or repairing Plumbing Systems. Job orders not requiring permits may be completed by means of detailed scope or work documents and other specifications or special provision of School Facilities Oversite Board. It is the intent to select qualified contractor who is capable of self-performing all of the Plumbing Services requested. Balsz Elementary is located in central Phoenix and its original campuses were built as follows: Brunson-Lee Elementary, 1350 N 48th St, Phoenix, AZ 85008, Built in 2003 Crockett Elementary, 501 N 36th St, Phoenix, AZ 85008, Built in1954 Griffith Elementary, 4505 E Palm Ln, Phoenix, AZ 85008, Built in 1951 Orangedale Early Learning, 5048 E Oak St, Phoenix, AZ 85008, Built in 1957 Pat Tillman Middle School, 4309 E Belleview St, Phoenix, AZ 85008, Built in 1997 Because the original infrastructure of our campuses are very old and antiquated, what starts out as a small drainage or plumbing issue can grow into, "replace the piping under slabs, or from the meter to a distribution center." This kind of scenario starts off as a small snake-the-line to a major construction project with no time to stop, get an assessment, engineer's drawings, and then bid it out. These projects are usually funded by the DSFOB/SFB once the problem/project is identified. This JOC is to put in place a viable procurement to move directly to construction with the awarded contractor. The resultant contract will be used on a when-needed and as-needed basis. Question Submission Deadline:August 25, 2023, 12:00pm JOC Scope of Work 8.1. Plumbing Project Description The Balsz Elementary School District, #31 is seeking qualified General Commercial Contractors (GCC) (Arizona State Registrar of Contractors CR-37, B-01 or B-2 License) to perform miscellaneous construction and repair services, including limited pre-construction design services (i.e. professional services), for various projects to be determined such as repairs, maintenance, replacement improvements to school district buildings and facilities utilizing Job Order Contracting (JOC) project delivery method. The JOC firms will be selected through a qualifications based selection process according to the Procurement Code. Firms interested in providing JOC services must submit a Statement of Qualifications (SOQ) that addressed the criteria in the Evaluation Criteria. 8.2. Project Description The scope of work will vary with each Job Order, minor design services may be required for some job orders, however if needed, most will be designed through registered Architects and Engineers under separate BESD contract. The Contractor is to furnish all labor, material, equipment, and tools of the trade on a job-order-basis for maintenance, repair, and plumbing construction projects. 8.3. Construction Services The JOC Contractor may include, but are not limited to: Provide construction and repair services for various projects, including required labor (including subcontractors cost), materials, equipment, and related services for remodeling, renovations, tenant improvement, and additions; including site work, installation of water, sewer, or other utility extensions. Assist with scoping and constructability issues, Provide detailed cost estimating and knowledge of marketplace conditions, Provide value engineering as required, Coordinate with various BESD departments and other agencies including utility companies, etc., Schedule and manage site operations, Provide quality controls, Address all federal, state, city, and county permitting requirements and assist in the permitting processes. Maintain a safe and clean work site for all project participants, BESD staff, and public, Co-ordinate removal of Hazardous Materials with Balsz Elementary School District, #31, and For any project that exceeds $100,000, the contractor must submit a 100% performance and payment bond and power of attorney.
