The purpose of this Request for Proposal (RFP) is to obtain competitive proposals from qualified Proposers who are interested in providing planning and architectural services to develop a complete campus facilities master plan for the entire University. Northwestern State University is a responsive, student-oriented institution committed to acquiring, creating, and disseminating knowledge through innovative teaching, research, and service. The institution takes reasonable steps to provide a healthy, safe, and secure environment for all members of the campus community. The institution operates and maintains physical facilities, both on and off campus, that appropriately serve the needs of the institution's educational programs, support services, and other mission-related activities. Northwestern State University was established in 1884 in the old Bullard Mansion atop a hill overlooking the bustling river port city of Natchitoches. In 1921, The Louisiana State Normal School, which initially offered a 2-year degree program to prepare educators, began offering a 4-year educator degree program and was renamed the Louisiana Normal College. In 1944, the further expansion of degree offerings led to the school's name being changed to Northwestern State College. In 1970, the college achieved university status and was renamed the title it still holds today: Northwestern State University of Louisiana. Today, over 136 years later, three columns remain of the original structure on what is now called Normal Hill in a National Historic District. This location is the oldest continually occupied site for higher education in Louisiana. Ever-growing, Northwestern State also serves the region at its off-campus instructional sites in Shreveport, Alexandria, and Fort Polk. Northwestern State University stands on ground that has been dedicated to learning for well over 100 years. Prior to the American Civil War, a portion of the present campus was the property of the Bullard family of Natchitoches. As early as 1856, the Bullard mansion was in use as a convent by the Religious Society of the Sacred Heart. The following year, a school building was erected at the convent, and in 1884, the town and parish of Natchitoches purchased the property. Three of the four great white columns that once supported the east gable of the mansion still stand on "The Hill" and serve as the unofficial symbols of the university. The campus, developed upon rolling hills and high river bottomland, may be one of the most spacious and attractive in the South The term of any contract resulting from this RFP shall begin on or about October 15, 2023 and is anticipated to end on December 1, 2023. The University shall have the right to contract for up to thirtysix (36) months with the concurrence of the Contractor and all appropriate approvals. Scope of Work The purpose of the campus facilities master plan is to cast a clear, well-planned, vision for the University's facilities for the future. The end product shall be a detailed plan to maximize the efficient use of the physical campus of the University including all facilities, infrastructure, site improvements, etc. This detailed plan shall be created with the successful firm working in conjunction with the University's campus Master Planning Steering Committee. Task and Services Contractor shall review management board facility inventory data and review individual master plans for student housing and recreation facilities, athletic master plan, Capital Outlay plan and other plans and data. Contractor shall personally conduct interviews with a broad range of University stakeholders in order to assess current needs and project future needs. Contractor shall personally interview staff at University of Louisiana System, Board of Regents, and Facility Planning and Control. Review and merge independent master plans for Capital Outlay, Self-Funded Student Facilities for Housing, Food Service and Recreation, Athletics and Enterprise Campus (Research Park) into a clear vision for University facilities including priority and location of future improvements. Review University land holdings and develop a master plan for development of existing holdings and future acquisition. Review campus infrastructure and develop a master plan for infrastructure development to ensure that basic energy, water, drainage, and communication infrastructure needs are met. This review will include infrastructure adequacy, control, and efficiency. Review campus parking, site lighting, and pedestrian and vehicular traffic patterns, and develop a master plan for these infrastructure items such as light level standards and sidewalk and parking construction standards. Review Space Utilization data presented to Regents and identify and compare University data to peer institutions and make projections and priority ranking for needed changes to fulfill University Mission. Prepare a space utilization model that can be updated and used for University facility and administration support calculations. Model should vary from that used by Board of Regents so that it can allow space to be used for multiple functions. Develop a set of construction standards for future design and modification that meet or exceed current design standards in effect for Louisiana higher educational facilities maintained by University of Louisiana System, Board of Regents and Facility Planning and Control. Review University improvements as compared to accessibility standards and develop a prioritized plan to increase University accessibility. Review campus landscaping and establish a pattern and guide for future development. Review campus way finding and develop a plan for university way finding signage. Develop a plan for small projects and building system improvements. Review and modify Board of Regents Facility Space Inventory and Utilization system for University management, facility usage, cost recovery and demonstration of need for University and private funding.
