Renovation of a municipal facility in Kamas, Utah. Completed plans call for the renovation of a municipal facility.

In accordance with the Procurement Integrity Act (41 U.S.C. 21) (41 USC 423) and the Federal Acquisition Regulation (FAR) 3.104, potential contractors are strictly prohibited from making direct contact with Federal Government program managers, engineers, or any other personnel seeking products or services other than the contracting officer or contracting specialist responsible for that contract opportunity. Individuals who violate the procurement integrity provisions may be subject to criminal and civil penalties, and administrative remedies. The penalties are discussed under 41 U.S.C. Chapter 21 (4) and FAR 3.104-8. It is essential for all potential contractors to be fully aware of and compliant with these regulations. Contracting officers and contracting specialists, who announce contract opportunities on SAM.gov, act as the liaisons between the Federal Government and potential contractors. As such, all inquiries, questions, or concerns from interested contractors should be sent exclusively to the contracting officer or contracting specialist who posted the contract opportunity announcement. Upon receipt, the contracting officer or contracting specialist will relay these to the relevant program managers or engineers for feedback. After accumulating all necessary information to address these inquiries, the contracting officer or contracting specialist will then update the related contract opportunity announcement and ensure its public accessibility on SAM.gov to uphold transparency and the integrity of the procurement process. Private firms must be able to compete for the government's business on a scrupulously fair basis. Fairness is a pre-requisite of government acquisition due to the government's unique position as representatives of the citizens of the United States. Government personnel who are associated with the acquisition process have a responsibility to protect its integrity by maintaining fairness in the government's treatment of all firms. This is a solicitation for commercial products prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate solicitation will not be issued. The solicitation number is 1240LT23R0069 and is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Regulations (FAR). The associated North American Industrial Classification System (NAICS) code for this procurement is 236220 with a small business size standard of Z2EZ. The PSC is $45.0. The Government contemplates an award of a Firm-Fixed-Priced contract resulting from this solicitation. All responsible sources may submit a proposal. Only Total Small Businesses (FAR 19.5) will be considered for award. Offerors must have an active SAM.gov registration, before and during the project time frame QUESTIONS DUE DATE/TIME: Any questions or inquiries must be submitted to the contracting officer via e-mail not later than 16:30 PM (MDT) on August 25, 2023. Responses will be posted as an amendment to the solicitation on the SAM.gov posting. DUE DATE/TIME: Offers are due no later than 16:30 PM (MDT) on August 29, 2023. Offerors must submit representations and certifications in accordance with the provision at FAR 52.212-3, Offeror Representations and Certifications Commercial Item (See Section K). Either fill in the form in Section K or submit a current copy from active SAM (www.sam.gov) account. Offerors who fail to comply with the requirements of this solicitation will be considered non-compliant. This project includes the replacement of existing furnaces in multiple administrative sites within the Uinta-Wasatch-Cache National Forest. These existing furnaces are outdated and will need to be uninstalled, disposed of, and replaced with new equipment that runs at 95% efficiency or greater. A new CommercialCentral AC Unit for Huntsville Guard Station is also needed, and will need to be installed (if the government chooses to exercise that optinal item). There are 5 locations (including AC unit) that are listed in section 1.2. C.1 OF WORK This project includes the replacement of existing furnaces in multiple administrative sites within the UintaWasatch-Cache National Forest. These existing furnaces are outdated and will need to be uninstalled, disposed of, and replaced with new equipment that runs at 95% efficiency or greater. A new Commercial Central AC Unit for Huntsville Guard Station is also needed. There are several locations that are listed in section 1.2. The contractor is responsible for providing all labor, materials, equipment, installation, proper removal of equipment, rubble, debris, and any other products. All old equipment, and trash produced from this project shall become property of the contractor for his disposal off site in accordance with Local, State and Federal rules, regulations, ordinances, and laws governing such projects at the contractor's expense. The sale of salvageable materials by the contractor is not authorized. The Contractor shall examine the various Drawings, the , determine the extent of the Work, the extent of work affected therein, and all conditions under which the Contractor is required to perform the various operations. The U.S Forest Service (USDA) requires U.S Environmental Protection Agency (EPA) equipment, please ensure that the equipment referenced in your bid is EPA Approved and Certified. https://www.epa.gov/environmental-topics/greener-living A. The work includes the following: BASE BID ITEMS: 1. Replace furnaces and heaters and thermostats in all locations listed in section 1.2. New furnaces must be > 95% efficiency and must be compatible with the cooling expansion unit. Each furnace will need enough air flow for the respective ducts. 2. Dispose of old furnaces properly per local, state and federal laws and regulations. OPTIONAL BID ITEMS: 1. Some locations listed in section 1.2 require an evaluation and/or repair instead of a full replacement of the unit. 2. Furnish a new Commercial Central AC Unit for Huntsville Guard Station (Installation included). Energy Star model, minimum 4 Ton Goodman AC Unit (Model subject to change). B.
