The City of Perryville, Missouri has approved a Redevelopment Plan for the Downtown Perryville Tax Increment Financing District and seeks Redevelopment Proposals for the potential redevelopment of City Parking Lot, an approximately .8 acre, hard-surfaced piece of property located at the corner of Main Street and St. Joseph. The ideal project will be a mixed-use development, including retail/commercial space on the lower level and residential units above. This property is located directly across from the Perry County Courthouse and efforts should be made so the building design and construction materials complement the thriving Downtown Square area. The redevelopment area is generally bounded on the north by East St. Joseph Street.; on the west by South Main Street; on the south by East South Street; and on the east by South Spring Street. A map of the redevelopment area is available from the City Clerk at City Hall, 215 North West Street, Perryville, MO 63775. The City has several objectives for the redevelopment area, which include (but are not necessarily limited to) the following: superior quality development, enhancement of the tax bases for the City and other taxing jurisdictions, housing, and job creation. Community-suggested enhancements include a restaurant, commercial, and upper floor(s) housing. Additionally, the City is currently working with PGAV on its comprehensive plan and notes and information related to this process will be made available upon request. Proposals will be reviewed, scored, and finalists interviewed. At the conclusion of that process, the City will begin negotiations with the highest-ranking entity(s) until an agreement is reached. If a proposal includes a request for tax increment financing, the proposal must demonstrate that "but for" the use of tax increment financing the project will not occur. Notwithstanding any provision herein to the contrary, all alternative bids and proposals will be considered by the City and all proposals may be rejected if a suitable project is not found. The following information should be included in a responsive proposal: 1) A description of the type of development the entity is proposing. 2) A cost estimate for the development project, including the acquisition of the land. 3) Identification of potential suitors or business types for commercial spaces. 4) Detailed accounting of requested incentives or public support required to make the project viable. 5) The background and experience of the entity submitting the proposal, including references for other related business operations or construction-related development projects completed in the last 5 years.
