Bids must be made on the Borough's form of bid and must be enclosed in a sealed envelope addressed to the Borough Clerk, Borough of Garwood, 403 South Avenue, Garwood, N. J., and hand delivered or sent via certified mail at the place and hour named Each proposal must be accompanied by a certified check, cashier's check, or a bid bond equal to ten percent (10%) of the full amount of the bid, not to exceed $20,000.00 and made payable to the Borough of Garwood as a Proposal Guaranty. Bidders are required to comply with the requirements of NJSA 10:5-31 et. seq. and NJAC 17:27. The Borough of Garwood hereby reserves the right to reject any and all bids and to award the contract to any bidder whose proposal, in the Borough's judgement, best serves its interest.
