CLARIFICATION DEADLINE 9/20/2023 5:00 PM. This project will consist of the excavation/demolition of the existing roadway to the subgrade, and placement of approximately 2,900 SY of 2A subbase stone, bituminous base and wearing course on Blaker Drive between State Street and Forge Road. Replacement of two (2) existing ADA ramps, removal, and relocation of two (2) existing ADA ramps, including curb and sidewalk approach, as well as providing pedestrian access routes throughout construction. Items for sweeping and preparation, and joint sealing around curbs, manholes, inlets, and valve boxes will be incidental to the project. A certified check or bank draft, payable to the order of the Borough of East Greenville, negotiable U.S. Government Bonds (at par value), or a satisfactory Bid Bond executed by the Bidder and an acceptable surety, in the amount equal to ten percent (10%) of the total bid amount shall be submitted with each Bid. Award of Contract, if a Contract is awarded, will be to the lowest responsible bidder, but the Owner reserves the unqualified right to reject any or all bids and to waive any informalities. All current Pennsylvania Department of Transportation Standards and Specifications will prevail over all standards and specifications included in this contract. The successful Bidder will be required to furnish and pay for satisfactory Performance and Payment Bond and Labor and Materialmen's Bond, each in the amount of one hundred percent (100%) of the Contract Price with a corporate surety approved by the Owner. This Contract is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968, as amended, which provides that training, employment, and other economic opportunities generated by HUD assistance or HUD-assisted projects covered by section 3, shall, to the greatest extent feasible, be directed to low- and very low-income persons, particularly persons who are recipients of HUD assistance for housing. Attention is called to the fact that not less than the minimum salaries and wages are set forth in the Contract Documents must be paid on this project, and that the Contractor must ensure that employees and applicants for employment are not discriminated because of their race, color, religion, sex or national origin. The Borough of East Greenville reserves the right to reject any or all Bids or to waive any informalities or irregularities in the bidding when, in the opinion of the Borough, such rejections or waivers shall be to its interest or advantage. Prior to awarding the contract, bids may be held by the Borough of East Greenville for a period not to exceed (60) days from the date of bid opening for the purpose of reviewing the Bids and investigating the qualifications of bidders.
