Q And A Open9/1/2023 12:26:00 AM Q And A Close9/14/2023 3:30:00 AM The City of Topeka is seeking bids for the purchase and installation of windows at the Law Enforcement Center located at 320 S. Kansas Avenue and the Facilities Operations Offices located at 318 NW Crane Street. The windows designated for replacement are in poor condition and many have seals that have failed allowing moisture between the window panes. The awarded Contractor shall provide a complete turn-key finished product of all components and operations. Locations A. 320 S Kansas Avenue Four (4) windows total to be replaced. They do not open. (a) One (1) window 36"x 36" west clerestory window above Police Department lobby located at roof level. Seal has failed (b) One (1) window 36"x 48" north side of east clerestory above Sheriff's Department lobby. Seal has failed. (c) Two (2) windows 36"x 42" near the emergency entrance. Seals have failed. B. 318 NW Crane Street Nine (9) windows total to be replaced. (a) Six (6) 71"x 46" sliding windows. Windows open from the inside. Seals have failed. (b) One (1) sliding window 35" x 46" (c) One (1) sliding window 34" x 46" (d) One (1) window 69" x 34". Does not open. Measurements provided are approximate. Contractor is responsible to field verify all measurements. Scope of Work :A. Prepare work areas by removing existing window treatments and coverings as required for project access. All window treatments and covering that are removed must be reinstalled at project completion. B. Move and reinstall existing furniture as directed by the Projects Team. C. Remove and properly dispose of existing widow units. D. Install new energy efficient windows that conform to specifications in a professional workman like manner. E. Maintain a clean project area during construction and a final clean up at project completion. F. Maintain a safe work environment for workers, City staff, and the public. G. Repair all damage resulting from work being performed. 4. Replacement Window Specifications :A. New replacement windows are to be of the same dimensions as the windows they are replacing. B. New replacement windows must be energy efficient and be of the same design and function as the windows they are replacing. C. New windows must be constructed from same material as the windows they are replacing. D. New window frames must match the color and depth of the window frames they are replacing. E. All new window units must include all required hardware. F. Screens must be provided for all new windows that open. G. Window glass tint of windows installed at the Law Enforcement Center must match that of windows they are replacing. H. New window installation must be watertight and free from drafts. 5. Site Preparation and Restoration :A. The Contractor is responsible for moving furniture, curtains, and blinds as directed by the City's project team to prepare site for window replacement. Contractor is responsible for protecting any furniture and equipment remaining in the work area by using plastic barriers or other appropriate methods of protection. Furniture, curtains, and blinds must be moved back and reinstalled by the Contractor as directed by the City's Projects Team after new windows have been installed. B. The Contractor is responsible for properly and legally disposing of existing windows, screens, debris, and all associated items that are being discarded and not reused. C. The Contractor is responsible for cleaning of the project area and furniture while work is in progress and after the project has been completed. All areas and furniture affected by the project must be cleaned to a condition that is equal or better than the original condition prior to work commencing. D. The Contractor must exercise care not to damage existing structures. The Contractor is responsible to repair any damage caused as a result of their work. E. The Contractor is responsible to repaint both interior and exterior painted surfaces that are damaged as a result of their work. Areas to be repainted must be properly prepared for painting to include priming and sealing with a waterproof stain sealer if applicable. A minimum of one primer coat and three finish coats shall be applied to ensure complete coverage with no bleed through. 6. Safety :A. The Contractor shall provide and maintain a safe work environment utilizing procedures that safeguard the public, building staff members, property, materials, supplies, and equipment exposed to work activities during the project. The Contractor shall provide appropriate safety barriers and signage to designate hazardous areas. The limits of construction will be clearly identified and marked to deter unauthorized personnel access. 7. General :A. Within 3 days of the notice to proceed, the Contractor shall provide the Projects Team a project schedule showing start to completion dates including significant milestones. B. Within 3 days of notice to proceed, the Contractor shall provide the Projects Team with details of the proposed installation utilizing written description or sketches or both. C. The Contractor shall provide all warranty materials and equipment manuals to the Projects Team upon completion. D. Contractor personnel shall contact the appropriate City of Topeka Facilities Operation's staff to sign in before work commences and sign out when work is completed daily. 8. Warranty: A. New windows shall have the full manufacturer's warranty. Contractor must provide a minimum of a one (1) year warranty on installation workmanship.
