The City of Menifee (the "City") is seeking proposals to obtain professional assistance in completing environmental, design, improvement plans, Right-of-Way (ROW) Acquisition, and specification and bid documents: Romoland Elementary Safe Routes to School Project. Located in north-eastern quadrant of Menifee, this project is located on various streets in what is categorized as the Romoland grid area. The proposed project includes the following streets: 1st Street, 2nd Street, 4th street, Monroe Avenue, Jefferson Avenue, Washington Avenue and a few segments along Watson Road. The project addresses concerns about the absence of pedestrian and bicycle connectivity amenities, vehicular speeding, and safety concerns related to a lack of pedestrian and bicycle facilities. Insufficient pedestrian and bicycle accommodations have resulted in a low number of students walking or biking to school and a high level of concern for safety. The study corridor lacks complete street features to provide safe routes to school and to other corridor destinations. There are no sidewalks and bicycle facilities except directly in front of the school. Public input and school walk audits have found that students walking to and from school walk and members of the community walking to parks and other destinations walk along narrow roadway shoulders or on adjacent dirt paths. The lack of separation between vehicles, pedestrians, and vehicles, combined with the vehicle travel results in an unsafe pedestrian and bicycle travel condition that discourage use of these modes. The project scope includes constructing: sidewalk, enhanced crosswalks, curb extensions, and ADA ramps. These improvements will provide a connection to the Romo land Elementary School, which will also connect with existing sidewalks to access Eller Community Park, and other destinations.
