Renovation of a fire / police facility in East Haven, Connecticut. Completed plans call for the renovation of a fire / police facility.

The first walk-though will be conducted on September 14, 2023 between the hours of 9 AMand 2 PM. The second walk-through will be conducted on September 20, 2023 between thehours of 9 AM and 2 PM. Bidders who submit a bid without attending one (1) of the mandatory walk-throughs shall have their bid rejected. The East Haven Police Department seeks bids for the installation of an emergency generator at the East Haven Police Department, located at 471 North High Street, East Haven, Connecticut 06512. The Director of Finance and the Town reserve the right to reject any or all bids or to waive defects, informalities, or irregularities in same if it is deemed by the Town, in its sole discretion, to be in the best interest of the Town. The bid will be awarded to the Bidder deemed to be the lowest responsible qualified Bidder, as determined by the Town. Each Bidder shall hold its bid price for twelve (12) months from the date of the bid opening, without modification. Upon award of the bid, the winning Bidder shall be bound by the bid proposal price throughout the contract period. Minority and female-owned companies are invited to participate and will be afforded full opportunity to submit bids and are encouraged to do so. Any questions regarding the specifications or bid documents may be directed, in writing only, to Deputy Chief Pat Tracy at ptracy@easthavenpolice.com no later than October 10, 2023 at 12:00PM The specifications listed below set forth the necessary requirements to install an emergency generator at the East Haven Police Department. Where electrical wiring / piping is not currently in place, electrical work shall be installed and concealed in the same manner and fashion as other wiring in that area of the building. o Purchase and install Cummings 150kW Dual Fuel Generator (Natural Gas with Propane backup) in a noise attenuating cabinet. o Purchase, wire, and install an 800amp automatic transfer switch. o Purchase, wire, and install a manual transfer switch with cam locks to be able to hookup a backup generator in the future if the permanent generator is out of service. o Crane out old generator and deliver to the East Haven Public Works Department (not re-installation). o Crane new generator in place. o Install Gas related piping as necessary. o Purchase, wire, and install remote annunciator in the Public Safety Communications Center and the Shift Commander area of building. Must also have remote notification capabilities. o Finish the installation of a 1,000-gallon propane tank to be used as backup fuel source for generator. A prior contractor began this scope. o Any damage caused during the construction process shall be remedied so as to return conditions to preconstruction condition. o Any trenching and backfilling as necessary. o Rental of any temporary generator to keep building powered during any foreseen or unforeseen power shutdown(s)/loss of power as a result of the installation efforts. Includes delivery/pickup of rental, hookup, disconnect, and return. Fueling of generator during runtime will be the responsibility of the Town. o Bidder shall evaluate existing gas meter. Bidder shall be responsible to upgrade the gas meter to the appropriate size (if necessary). Bidder shall be responsible for the work and costs associated with such. o Bidder shall complete and/or coordinate hookup to Natural gas service and Propane fuel sources. o Any and all other items necessary to provide "turnkey" completion of the proper installation of the specified emergency generator. Bidder shall include in its bid any associated costs, for personnel or otherwise, expected to be incurred by the Bidder for power shut down(s) during non-conventional working hours. The Town shall decide what time any shut down(s) will take place to minimize or eliminate potential impacts to emergency services.
