The West Sacramento Area Flood Control Agency (WSAFCA) is working with the Central Valley Flood Protection Board (CVFPB) acting through the State of California, Department of Water Resources (DWR), and the US Army Corps of Engineers (USACE) to investigate, design, and rehabilitate levees that protect the city of West Sacramento under the federal West Sacramento Project (WSP). WSAFCA and the CVFPB are the Non-Federal Sponsors to the WSP and therefore, responsible for the temporary and permanent property rights and utility and personal relocations needed for the WSP. Unless the use indicates otherwise, as used throughout this bid and its attachments, the following terms are synonymous: a. Firm, Consultant, Supplier, Vendor, Contractor, Successful Bidder, Offeror b. Purchase Order, Contract, Agreement c. Services, Work, Scope, and Project d. Pricing proposal/sheet, Cost proposal/sheet, Rate table/sheet WSAFCA is soliciting proposals from qualified Right of Way agents/consultants to provide Right of Way acquisition services, property appraisals, title reports management, condemnation support, relocation assistance, and escrow support. WSAFCA seeks a qualified consultant team to provide a range of Right of Way (ROW) services for the WSP. The West Sacramento Levee Improvement Program (WSLIP) was established in 2008 and consists of improving the City of West Sacramentos levees to achieve a minimum of 200- year flood protection. The WSP was authorized in the 2016 Water Infrastructure Improvements for the Nation Act at an estimated cost of $1.2 billion. The WSP received a New Start designation in 2022 along with $25.8 M in appropriations in the federal budget and $72 million in 2023. WSAFCA has completed 4 levee improvement projects and is presently undertaking three projects in coordination with the CVFPB and the USACE. Projects already completed include: the Rivers, CHP Academy, I Street and the Southport Setback Levee. Current projects include Yolo Bypass East levee South and North, and, the Sacramento River West North Levee. WSAFCA led the design of the Yolo Bypass East Levee North and South (YBEL-N, YBEL-S), both of which have been awarded to construction contractors. Work on the Yolo Bypass levee is anticipated to begin this calendar year and conclude next year. Real Estate certifications were completed for both of these small construction projects. The Sacramento River North Levee (SRNL) Project is currently in design and being led by the USACE. This six-mile-long reach is located along the west bank of the Sacramento River from the Sacramento Weir to the Stone Locks channel. This project will be complicated by the range of land uses, residential and commercial occupants, and significant public infrastructure. Question Submission Deadline: September 11, 2023, 12:00 pm Question Response Deadline: September 14, 2023, 5:00 pm Prospective Interview Date:September 26, 2023 The initial term of the Contract is at the Citys discretion and may be up to 3 years. The City also reserves the right to extend the Contract for up to 2 additional 1-year terms (individually, Extension) upon the same terms and conditions as parties agreed to in the Contract. Thus, parties agree the Contract may be for a total of 5 years upon the same terms and conditions as parties agreed in the Contract. Notwithstanding the foregoing, the City is not obligated to extend the Contract for any amount of time. If there is outstanding work within the Scope of Work at the end of the term of the Contract and the City requires time to solicit for and secure an alternative contractor, Contractor shall continue to provide the services within the Scope of Work on a month-to-month basis, not to exceed six (6) months, at the same cost, terms, and conditions in effect at the termination of the Contract. The City shall give Contractor at least thirty (30) days written notice of such a need and the anticipated timeline to secure an alternative contractor. A Proposer may submit Questions related to this RFP to the City through the City e-Procurement Portal at or before: Monday, September 11, 2023 at 12:00 pm. This will allow issuance of any necessary amendments and help prevent the opening of defective proposals upon which contract award could not be made. Questions must be submitted prior to the question submission deadline. Questions will not be accepted by any other means. Any revisions to the Standard Contract should be in the Proposal Transmission Letter and shown in redline, as described above. The method of Contractor Selection has not been Determined at this time.
