This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, and FAR Part 13 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circulars (FAC) 2023-05 effective JUL 2023. This procurement is full and open. The NAICS code is 541620 Environmental Consulting . Schedule of Items/Price: See Attachment 3 Schedule of Items Description of Requirement: Water planning report for the Region 10 Office Period of : Date of through 30 September 2025 of : Juneau, Alaska. 52.212-1 Instructions to Offerors - Commercial Items (MAR 2023) to paragraph 52.212-1(b) of Offers: A. General Instructions: 1) The selection of a for purposes will be conducted utilizing simplified acquisition procedures as delineated in FAR Part 13.106-2, Evaluations of Quotations or Offers. Offers will be evaluated using the criteria under to 52.212-2, "Evaluation - Commercial Products and Commercial ." 2) Offerors must have an active entity registration in the System for Management in order to submit an offer. https://www.sam.gov/SAM/ 3) It is the Government's intention to without discussions, however the Government retains the right to conduct discussion if needed. Offerors are encouraged to present their best technical offer and prices in their initial offer . 4) In accordance with FAR Subpart 4.8 Government Contract Files, the Government will retain one copy of all unsuccessful offers. Unless the offeror requests otherwise, the Government will destroy extra copies of such unsuccessful offers. 5) If an offeror believes that the requirements in these instructions contain an error, an ambiguity, omission, or are otherwise deemed unsound, the offeror shall immediately notify the CO in writing with supporting rationale. The 1240BF23Q0055 Water Study 2 of 17 offeror is reminded that the Government reserves the right to this effort based on the initial offer, as received, without clarifications. 6) Offerors shall ensure that FAR Provision 52.212-3, Offeror Representations and Certifications--Commercial Products and Commercial is complete and up-to-date in SAM.gov. 7) Offerors shall ensure that FAR Provisions 52.204-24, Representation Regarding Certain Telecommunications and Video or Equipment and/or 52.204-26 Covered Telecommunications Equipment or --Representation are complete and up-to-date in SAM.gov. 8) All referenced documents for this solicitation are on the System Management (SAM) web site at http://www.sam.gov. Potential offerors are encouraged to subscribe for real-time e-mail notifications when information has been posted to the website for this solicitation. B. OFFER PREPARATION INSTRUCTION: Offers submitted in response to this solicitation shall include a technical proposal, past and a price proposal, (see attachment 3 Schedule of Items). a. Offer Limitation. The Government will not accept any changes to the contractor's offer after the closing date of the solicitation. If clarifications become necessary, page limitations may be placed on responses. The specified page limits for responses will be identified in the letters forwarding the items of clarification to the offerors. b. FACTOR I - TECHNICAL PROPOSAL. Provide a proposal demonstrating your firm's capability for performing the and providing the requested report as required within the PWS; address the following criteria: i. GENERAL. Offers shall contain the accurate, fully completed, and signed original of all documents requiring signatures of the offeror. The proposal shall be organized and contain the identified information. 1. A Brief description of the company's profile and the type of work/expertise organic to the company and its subcontracting associates and their expertise. 2. Exceptions/Assumptions (if required) - Identification and explanation of any exceptions or deviations. Additionally, any assumptions used in the offer preparation must be identified. 1240BF23Q0055 Water Study 3 of 17 3. The offeror shall provide the name, title and telephone number of the company/division point of contact regarding decisions made with respect to your offer and who can obligate your company contractually. 4. The offer shall be clear, concise, and include sufficient detail for effective evaluation and for substantiating the validity of stated claims in the Offer. Legibility, clarity and coherence are very important. 5. The offer shall provide convincing rationale to address how the offeror intends to meet work statement (PWS) requirements. Offerors shall assume that the Government has no prior knowledge of their facilities and experience and will base its evaluation on the information presented in the offer. Elaborate brochures or documentation, binding, detailed artwork, or other embellishments are unnecessary and are not desired. 6. Sub Factor 1: Staffing Approach. Under the Staffing Approach the offeror shall submit the following: a. A chart that identifies key personnel and the qualifications of key personnel, commensurate with the size and scope of PWS requirements. At a minimum, the qualifications shall include: education, experience, and CMST type service experience. b. A sanitized copy of all key personnel and specialists resumes. These resumes will, at a minimum, address all key personnel qualifications as outlined in the PWS. c. FACTOR II - PAST . The Past evaluation will be accomplished by reviewing aspects of an Offeror's recent and relevant Past , focusing on and targeting which is relevant to the effort as it directly relates to the work being procured under this solicitation and as defined in to FAR 52.212-2 Evaluation - Commercial Items. i. Past information described herein is required on the offeror and all subcontractors, teaming partners, and/or joint venture partners proposed to perform 15% of the proposed effort based on the total proposed price. C. Acknowledge any amendments issued on SAM.gov for this solicitation by completing and signing the posted SF-30. D. The Government reserves the right to require the of Other Than Certified Cost or Pricing Data as is deemed necessary to arrive at a and reasonable price. E.
