Flooring Preparation and Installation at Dunseith Day School This information is provided for the following project: Flooring Preparation & Installation at the Dunseith Day School, Dunseith, ND 58329. 1. Funding: An award will be made under this solicitation, as funds are presently available. The Government reserves the right to cancel this solicitation Request for Proposal (RFP) before the closing date. 2. This is 100% ISBEE Set-Aside. 3. Contract Clauses: All contract clauses are hereby incorporated into this solicitation. 4. Proposal Acceptance Period/Date: The proposal acceptance period shall extend ninety (90) days past the RFP closing date. 5. RFP Deadline: September 19, 2023, at 1500 PM Central Daylight Time. 6. The Contracting Officer expects prospective vendors to provide their proposal via e-mail to the Contracting Officer, Dawn Sekayumptewa, dawn.sekayumptewa@bie.edu and the Contract Specialist, Carolyn Sulla, carolyn.sulla@bie.edu in any of the following formats: .pdf, .docx, or .doc (8 Megabyte File Size Limitation) by the due date and time. 7. Questions and Answers: any questions relating to this solicitation shall be submitted to carolyn.sulla@bie.edu, no later than September 14, 2023. 8. On Access: A list of personnel, with all pertinent information, to include, name, phone number, e-mail, and contractor name, phone number, e-mail, and contractor name, shall be submitted to the CO, and COR and is deliverable under any resulting task order. 9. : a for this requirement is scheduled to occur on September 11, 2023 at 10:00 AM Central. Participants are to meet at the Dunseith Day School, located at 3 miles North Hug #3, P. O. Box 759, Dunseith, ND 58329. Please e-mail the Contracting Officer and the Contract Specialist your intent to participate in the prior to September 8, 2023. Offerors are urged to inspect the where the work will be performed. 10. : Wages for all contractors and subcontractor must comply with Determinations. The current determination is General Decision ND20230029; See Attachment 2. Be advised the determination that is current at the time of the award is the determination that will apply for the project. Current determinations are always available at https://sam.gov/. 11. Notice to Proceed (NTP): A Notice to Proceed will be issued after the kickoff . 12. Period of : Sixty days (60) Calendar Days. 13. In accordance with FAR Part 36.204 (e) Disclosure of the of Construction Projects estimated price range is between $500,000.00 to $1,000,000.00. 14. SPECIFICATIONS AND DRAWINGS: All applicable specifications and drawings will be provided electronically along with the RFP. No hard copies will be made available to proposing contractors. 15. OFFER GUARANTEE (BID ) (SUBMIT WITH YOUR PRICE PROPOSAL): Per FAR Clause 52.228-1-Bid Guarantee, the amount of the bid guarantee shall be 20 percent of the bid price or $3,000,000, whichever is less. NOTE: A scanned copy of the original is acceptable with the original sent by mail to C/O: Dawn Sekayumptewa, 1011 Indian School Rd. NW, Albuquerque, NM 87104. 16. BONDS (Reference Contract Clause FAR 52.228-15 for further information on applicability): A and shall be provided. The penal sum shall be one hundred percent (1005) of order price. Bonds and other protection shall be provided within 10 calendar days of award of the Task Order. Notice to Proceed will not be issued until the Contractor provides sufficient bonding to cover the work being performed. 17. Special attention is called to FAR Clause 52.236-7, Permits and Responsibilities and FAR Clause 52.229-3, Federal, State, and Local Taxes. Offerors are responsible for contracting the tax authorities and tribe or tribal organization involved with regard to any requirements regarding state taxes, tribal taxes, royalties and/or other applicable tribal laws or ordinances. Any costs associated with this section shall be included in the contractor's firm fixed price proposal. Contractor is responsible for contacting the appropriate TERO office for coordination and approvals. Please refer to Section H and the appliable clauses for additional information about these requirements. 18.
