Design Services for a safety assessment of residence halls located throughout the Twin Cities campus. Refer to the Request for Proposal documents (found in the Attachments tab) for full project details/requirements. The University is engaging in an evaluation of thirteen residence hall buildings to identify improvements to building security. Residence Hall buildings included in the study are: 17th Avenue Hall, Bailey Hall, Centennial Hall, Comstock Hall, Frontier Hall, Keeler Apartments, Middlebrook Hall, Pioneer Hall, Radius Apartments (a leased property), Sanford Hall, Territorial Hall, Wilkins Hall, and Yudof Hall The successful Respondent will evaluate existing buildings and grounds to recommend strategies for improving building security and mitigating vulnerabilities to entry by unauthorized persons including building perimeter ingress and egress points, landscaping, operations, staffing, building improvements, and other complimentary improvements. Pre-Design deliverable to include a summary of system wide issues and an assessment of each building's vulnerabilities, mitigation recommendations, complimentary improvements, cost estimate, and implementation prioritization. Include diagram plan designs for complementary building improvements, preliminary code analysis of proposed solutions (as applicable), evaluation of compatibility with existing life safety systems, and information on potential state / federal funding opportunities.. The pre-design report will be delivered in two phases. An expedited study and preliminary report of 2-4 sites is scheduled to be complete by November 17, 2023. A final Pre-design report for all sites is scheduled to be completed by March 22, 2024. Respondents should have team members with demonstrated Security Consultant experience as part of their team, preferably with higher education and multi-unit residential settings. A complete project team is expected to include Security Consultants, Architectural and Engineering professionals, and Contractor performed predesign estimating. Respondents should provide a dollar fee for the predesign report and a fee as a percent of the cost of the work for Architects standard services to design, document and administer construction of selected recommendations from the predesign. Recommendations from the preliminary report will be constructed summer of 2024 and recommendations from the final report through the summer of 2025. The owner's preliminary construction budget is expected to be $6,000,000. The University intends to construct the work through a CMaR delivery approach. Question Deadline 09/19/2023 at 12:00 PM CT Note the following critical Project dates: Initial report for selected expedited sites must be complete by December 22, 2023. CMaR procurement, design, and documentation for summer 2024 work; December 2023 through May 2024 Predesign Phase to be complete by no later than April 12, 2024. Construction of selected recommendations May 20, 2024 through August 16, 2024. Design, Documentation, and Construction administration of work for Construction Summer of 2025 is expected July 2024 through August of 2025
